Position Description: The Operations Manager is based at our Galena Park Texas Condensate Splitter Facility and is responsible for the operations of the entire facility to include two-50,000+ barrel/day splitter units, desalters, tank farm, truck rack and flare. The Operations Manager will directly manage two inventory analysts, one operations supervisor who in turn manages four crew leaders and sixteen operators, one maintenance supervisor who in turn manages 5 technicians and contractor technicians. The Operations Manager works with all other internal functions such as but not limited to; engineering, quality control, PSM, EHS, FES and emergency response. Additional responsibilities include but not limited to; safety meetings, inventory (gain/loss), PSM program, MOC and PSSR lead, CAM compliance, Maximo work orders, emergency reporting, audit preparation and participation, and incident investigations.
Essential Duties & Responsibilities:
The Operations Manager is responsible for the oversight management of the PSM splitter facilities, desalters, tank farm, truck rack and flare.
Supervises management and staff consisting of those who manage the day to day splitter process, transfer, storage and shipping of customer's crude condensate and spec products.
Responds to emergencies 24 hours a day / 7 days a week and other upsets and may be required to work nights and/or weekends.
Consistently maintain and demonstrate a high regard for the safety of all people (employees, contractors, public), protect the environment, and protect company assets.
Conduct himself/herself in a highly ethical manner and comply of all laws, regulations and company policies.
Performs as a liaison between terminals, pipeline activities and customers in order to maintain efficient delivery and resolve any difficulties relating to scheduling, overages, shortages, and quality control issues.
Supervises and manages all functions related to outside contractors operating on company property or in company areas in order to protect company interests.
Plans and organizes workloads and staff assignments, reviews progress, directs changes in priorities and schedules as needed to assure work is completed in an efficient and timely manner. Will participate in the selection/promotion of staff, salary change considerations, and disciplinary matters. Conducts performance evaluations and resolves issues.
Develops short and long-range plans, goals and objectives for all operations.
Remains current on developments in the field and facility.
Coordinates department services with other departments, governmental agencies, and customers.
Coordinates all requirements affecting commercial products at applicable assignment locations, including quality control issues, additives, notification procedures, sampling, meter calibration, coordination of witnesses where required, overages, shortages, and service interruptions.
Position Requirements
Education:
A bachelor's degree preferably in Engineering or Business Management. Other fields are considered
Equivalent industry work experience will be considered in lieu of degree
Experience/Specific Knowledge:
A minimum of 10 years, well-rounded experience in process, terminal and pipeline operations is highly desirable and should include specific working experience with products movement, mechanical maintenance, personnel management, legal, safety and environmental requirements affecting crude condensate refining, terminal and pipeline activities.
Effective use of time management is of key importance in order to properly identify priorities and to ensure that all job requirements are satisfied.
Prior Experience in the following areas:
A minimum of 3-5 years of prior leadership, management and supervisory experience
Practices, principles, procedures, regulations, and techniques as they relate to all functional areas.
Certifications/Licenses/Registrations:
A satisfactory driving record as determined by the Company and a current, valid State driver's license are required.

Physical Demands:
Employee must be physically capable of completing and satisfying all training requirements as stipulated by local, state or federal agencies and/or Company Policy.
Exposure to smells and fumes associated with refined petroleum products.
Work is performed outside in varying and sometimes extreme weather situations.
Field activities may include walking to and amidst work and/or construction sites, climbing in and out of trenches, working around heavy equipment and working in confined spaces.
Occasional periods of bending, squatting, lifting, or climbing are required and would more often be associated with activities taking place outside the office.
Working Conditions:
Must carry a cell phone and be able and willing to respond at any hour of the day or night to emergency situations and participate as required with emergency response (integrated contingency plan) activities. This includes being in possession of required equipment and tools, designated forms, policies, regulations, and manuals.
Position subject to 24-hour call-out, including nights, weekends, and holidays.
The majority of the typical work day is spent in an office environment. For work performed outdoors, weather conditions vary and can be extreme, depending upon location assignment and may include severe seasonal changes which are primarily influenced by geographic location.
Position requires exposure to some refined oil products that emit vapors under certain conditions, are flammable and may be explosive under certain circumstances.
Position may require prolonged periods of sitting in order to accomplish administrative duties (reading/reviewing documents, writing, typing and/or operating a computer, using the telephones, etc.)
