About the Role:

The Community Development (CD) function at the Dallas Fed aims to advance the economic mobility and resilience of low- and moderate-income (LMI) and historically underserved residents and communities in the Eleventh District. This business line is housed in the Community Engagement and Development (CED) department and the geography we serve includes Texas, Northern Louisiana, and Southern New Mexico. Our research efforts, outreach, and targeted initiatives focus on understanding and addressing economic challenges that limit quality job creation, job/career preparation, job access, and financial inclusion and stability for LMI individuals and in disinvested places.

As the Community Development Manager, you will oversee a cross-functional team of CD research and outreach professionals and lead the design and implementation of multidisciplinary strategies that advance our unit’s goals in key focal areas. The individual in this position will play an integral role in creating and innovating on-the-ground efforts, informing and leveraging the team’s research outputs, and cultivating partnerships for direct community impact. The Community Development Manager will be part of the Community Engagement and Development Management group and will develop and leverage strategic connections between the work of Community Development and broader priorities of the CED department. The CD Manager will collaborate closely with other departments and Federal Reserve Banks to identify and advance shared policy, program, and research goals. This position reports into the Community Affairs Officer (Assistant Vice President) over the Community Development function at the Dallas Fed.  

You Will:


  • Develop and execute of a comprehensive portfolio of place-based initiatives, research products, and community outreach that promotes economic resilience and mobility of low- and moderate-income people and places in the Eleventh Federal Reserve District

  • Lead the overall program management for the recently launched second round of the Digital Inclusion initiative and other efforts to develop critical infrastructure like broadband, affordable housing, and childcare facilities in underserved markets

  • Oversee and provide strategic guidance to the unit’s programs in the economic development and community investment portfolio, which supports our targeted work on reducing barriers to critical infrastructure access, small business development, and community development finance in underserved markets

  • Ensure the creation of programs and products of exceptional value and relevance to partners and stakeholders, including informing community development policy positions through outreach and research that are coordinated, proactive and purposeful

  • Contribute to and guide synthesis of the most salient and emergent issues facing low- and moderate-income communities and develop understanding of the implications of policies that are designed to address these issues 

  • Continue to strengthen the department and Bank’s reputation for objectivity, quality and relevance nationally and within the region

  • Lead staff to set motivating stretch-objectives and ensure that the relevant goals and objectives within the Bank and the System's strategic plan, as well as CD’s annual work plan, are implemented

  • Attract, develop and retain a high caliber professional staff with diverse capabilities; developing successors and talent pools for key roles

  • Maintain highly effective, collaborative relationships with internal and external partners

  • Create an environment that rewards, recognizes, and implements innovative ideas that advance the goals of the Bank and the community development function

  • Oversee District-wide external outreach and engagement initiatives of the Department

  • Develop and advance the Reserve Bank's engagement strategy by fostering partnerships and informing policies and programs that advance economic mobility and resilience

  • Build and strengthen relationships with diverse stakeholders and ensure that outreach to community development practitioners at financial institutions, nonprofits, foundations, businesses and government agencies serve the needs of community stakeholders and the Bank; and coordinate those activities within and across other Bank functions

  • Partner with the CD Assistant Vice President to provide strategic direction to the Bank’s Community Advisory Council; supporting the development of strong membership pipelines to ensure diversity in Council perspectives

You Have:


  • Bachelor's degree in Public Policy, Public Administration, Economics, Urban and Regional planning, Community Development, or a related field required; Master's degree is preferred

  • Minimum of 10 years of work experience in community/economic development or related fields

  • Demonstrated ability to set strategy, vision, and goals, and to drive team accountability and results

  • Experience developing and leading place-based economic development or social impact initiatives including developing strategic plans and designing innovative approaches

  • Knowledge of social and economic factors that impact community development

  • Specific issue area experience in one or more of the following topics: Economic Development, Digital Inclusion, Neighborhood Revitalization, Small Business Development, Community Development Finance, or other public policy areas that make economies more inclusive

  • Experience in managing and developing people and nurturing high-performing teams

  • Substantive knowledge of community and economic development landscape and salient issues in the Eleventh District

  • Strong networking skills and relationships within the business, non-profit, public policy, and philanthropic sectors Demonstrated track record of effective oral, written and presentation skills to engage broad audiences (executive, researchers, and grassroots) and achieve desired outcomes

  • Ability to clearly synthesize information, articulate points of view, and engage, challenge, and influence others' thinking to drive productive discourse on key topics in an organization

  • Demonstrated experience in an environment with a culture of collaboration and consensus driven decision-making
