The Corporate Process Safety Engineer will be responsible for Zeon Chemicals' process safety vision and strategy and will lead the effort to improve and sustain excellence in the organizational and chemical process safety culture and knowledge base. They will provide leadership and direction to achieve the process safety vision through management commitment and employee ownership.
Job Description:
Upholds safety, health, environmental procedures, communicates directly and supports the SHE department to ensure OSHA and EPA compliance at all times. Works to consistently build the competence of the site SHE professionals and engineers in the areas of PSM and RMP. Serves as coach and facilitator for process safety engineering and health and safety risk reduction strategies. Ensures a safe and environmentally sustainable operation of ZCLP production, warehouse, and R&D facilities by facilitating the installation of proper procedures, equipment controls and training to meet or exceed all standards, laws, rules, and regulations.
Develop and execute programs to reduce and eliminate the risk of incidence of process, equipment, and systems-related injuries and illness, exposure and property loss.
Ensures OSHA-required training is conducted for employees and that it incorporates innovative methods to make training interesting, relevant and effective.
Designs and implements corporate safety programs to be cascaded to all sites. Assures policies and corresponding procedures are compliant with regulatory standards.
Reviews corporate process safety metrics and investigations of process safety-related incidents to provide expertise on root cause analysis and drive corrective actions that prevent incidents from recurring.
Demonstrate how to prepare for PHA meetings, how to effectively lead hazard review meetings, and how to document results in a useable PHA report. Lead and document the PHA/hazard evaluations of large projects (such as a new process) and revalidations of existing (older) processes as necessary.
Ensure incident investigations and root cause analyses for all process safety incidents are conducted thoroughly and in conformance with PSM requirements. Lead investigations for serious process safety incidents.
Perform Layer of Protection Analysis (LOPA) for determining if the risk of an accident scenario is low enough.
Manage, coordinate and implement all fourteen (14) elements of the OSHA Process Safety Management standard and additional requirements of EPA risk management plan rule. Identify gaps in any of the elements and implement sustainable solutions to address them.
Provide oversight and conduct audits for site management of change (MOC) and pre-start up safety review (PSSR) processes.
Ensure the development, improvement, and implementation of training systems to meet compliance standard requirements.
Lead process safety management and risk management plan audits, report on findings, make recommendations for correction of issues, and directly support the risk reduction efforts.
Ensure all sites maintain compliance with Department of Homeland Security Chemical Facility Antiterrorism Standard requirements.
Represent the Company in external regulatory inspections and inquiries involving Process Safety, Risk Management and Chemical Security issues.
Use models for environmental releases and facility siting to assess risk and drive risk reduction activities.
Job Requirements:
Working knowledge of process safety regulations (29 CFR 1910.119 and 40 CFR 68).
Formal training in Root Cause Analysis and How to Conduct Audits preferred.
Working knowledge of regulatory requirements, procedures and legislative process.
Excellent communication skills, personal rapport and motivation are required to effectively coach internal staff and work with outside groups and agencies engaged in process safety.
Knowledge of State/Federal EPA RMP and OSHA PSM compliance requirements.
Experience working in a union environment preferred; but not required.
A successful candidate will possess the following qualifications:
Bachelor of Science degree in Mechanical or Chemical Engineering, with a minimum of 5 years of relevant experience in safety engineering in the manufacturing industry.
PSM experience.
Professional Engineer (P.E.), Certified Safety Professional (CSP), Six Sigma, Human Factors Engineering, DHS (CFATS CVI) preferred.
