Summary Charles County Government is currently recruiting for a Chief of Budget to become a part of the Department of Fiscal & Administrative Services. The hiring salary range is $105,522.77 - $138,234.43 annually commensurate with experience. In this role, new hires are eligible to telework after one (1) year of employment following a satisfactory performance appraisal and subject to department approval.
The Chief of Budget directs the County's office of budget. Coordinates the annual operating and capital budget process, conducting short- and long-range modeling, editing, and publishing the annual operation and capital budget books and preparing monthly budget reports for County management. Overall goals are set, and the worker determines the specific tasks and assignments to be performed, independently handling new, unusual problems and deviations encountered in the work.
Essential Job Functions
Supervises a staff of professional/technical positions, all with budget analyst duties. Each position requires certain technical and analytical skills in conjunction with financial planning abilities. Coordinates, compiles, and reviews all departmental and agency annual budget requests and recommend for funding to senior level management and the Elected Board. Coordinates, compiles, and reviews all collective bargaining unit's salary and wages proposals and recommend for funding to the County's collective bargaining team and senior level management. Compiles and recommends revenue budget estimates for all funds to senior level management and the Elected Board. Prepares five-year operating budget plans for major programs to better facilitate growth based on enhanced demands for County services. Coordinates, compiles, and analyzes financial data and recommend to senior level management and the Elected Board the amount of debt that is affordable and can be financed for County infrastructure. Analyzes and recommends to senior level management various tax and user fee rates based on requested, proposed, and approved operating budgets. Prepares the County Official Offering Statement required for new general obligation bonds are issued. Prepares special financial briefing reports for Moody. Standard & Poor, and Fitch bond rating agency presentations. Monitors all budgets throughout the year for compliance with intended function and fiscal limits. Prepares quarterly capital project financial status reports for project managers and senior level management. Prepares monthly financial reports, with year-end estimates, on all major operating funds for senior level management and the Elected Board. Prepares and publishes the annual Charles County Budget Book, hard copy, and on-line website, for public availability. Administers a position control system to ensure that only authorized employees are only added to the County payroll. Administers all grant financial data and certain financial reporting related to grants received from State and Federal awards. Assists departments and the County Administrator with special management reports regarding performance measurements and best practices. Monitors the expending of bond proceeds to comply with IRS regulations associated with tax exempt financing. Provides general financial support and information to departments and the general public as needed. Performs duties of other positions in the unit as required.
Education and Experience:
Bachelor's degree in Business or Public Administration. Seven (7) years of progressively responsible budget analysis experience, or an equivalent combination of education, experience, and training.

This position is required to receive climate competency training level 2.
Knowledge, Skills and Abilities:
Knowledge of the concepts and practices of budgeting as applied to the requirements of the County. Knowledge of governmental accounting rules in accordance with GAAP. Knowledge of grant regulations, policies, and guidelines. Knowledge of effective techniques of modeling of revenue and expense forecasts. Knowledge of effective techniques of supervision. Ability to direct the County's budget program. Ability to plan and implement effective budgeting processes and techniques. Knowledge of Microsoft Office Suite and associated software applications. Ability to communicate effectively orally and in writing. Ability to establish and maintain effective working relationships with others encountered in the work. Ability to supervise budget staff.
