Position Summary
Under the supervision of the Project Engineer, the GIS Specialist is responsible for the performing maintenance and QA of the local GIS mapping system. System maintenance involves interpreting and digitizing construction as-builts, database and inventory management, and interpreting and processing field reports. Provide feedback, support and directs daily tasks to GIS technicians, under general supervision of the project engineer; performs other related duties as required.
Specific Responsibilities
The incumbent works primarily independently to fulfill project requirements
Analyze construction plans and engineering drawings to create and maintain accurate geographic data that supports a variety of planning, engineering, and administrative functions
Compiles and manipulates data from multiple sources to meet the Company's information needs
Follow established standards, enhance data quality, and conduct quality assurance checks to verify database integrity; write scripts and queries to automate data corrections and automate updates
Responsible for maintaining and updating infrastructure records following established data editing standards and QA workflows to ensure database integrity
Ability to work collaboratively with GIS field technicians and multiple departments to ensure GPS program and asset changes are accurately inputted into GIS system
Generate maps, charts, tables, graphics and prepare written reports using GIS and related software
Ability to develop or modify geospatial data ETL (Extract, Transform, and Load) pipelines or scripts
Provide training sessions on GIS-based tools to staff; create user guides and documentation on GIS tools and workflows
Assists in installing and troubleshooting GIS software for end-users
Ability to collaborate with GIS teams in California, Connecticut, and Maine to maintain nationwide company standards and establish data governance
Required Knowledge Skills & Abilities
Ability to manipulate data using Hexagon's Geomedia, Esri ArcGIS suite of Products, and FME (Feature Manipulation Engine) Desktop
Strong understanding and knowledge of GIS application development principles and/or ability to troubleshoot or modify applications using Esri Enterprise, Geocortex Essentials or similar software
Be self-motivated, a proactive problem solver with the ability to perform independently and collaboratively on a Scrum team; and committed to an iterative process
Ability to coordinate and execute design projects
Strong written and oral communication skills to manage projects and maintain system documentation
Strong time management skills with a proven ability to meet deadlines
Solid foundation of knowledge in geographic principles and methodologies; strong understanding of coordinate systems and spatial data transformations; in depth knowledge of GPS standards, map scales, and geocoding
Experience with software packages including Microsoft Suite and Atlassian's project and ticket management software
Ability to self-start and perform work with limited direct oversite
Required Education and Experience
A bachelor's degree in GIS, geography, or a closely related technical field with emphasis in geographic information systems (GIS) from an accredited college or university; a master's degree in a GIS or STEM related field is a plus
Two (2) to three (3) years of relevant experience in performing data maintenance with proficiency in utilizing Esri software or similar software
Proficiency with relational database management system (RDBMS)
Have basic knowledge of Python, SQL, and Arcade expression code languages.
ArcGIS Desktop Associate, or FME Certified Professional or equivalent experience while pursuing certification is desirable.
Other Requirements
Must possess a valid driver's license in the state of Texas
Ability to sit and focus for long periods of time
