ANNUAL ANTICIPATED HIRING RANGE: $130,000.00 - $150,000.00 (Salaries are paid biweekly)

Job Summary

The City of Fort Collins is seeking an experienced Senior Manager for the Electrical Distribution Control Center to oversee critical aspects of our electrical grid operations. This leadership role entails managing a team of skilled operators while ensuring our electrical distribution system's safety, reliability, and efficiency. The Senior Manager will play a pivotal role in leveraging advanced technologies such as DERMS, ADMS, and SCADA to optimize grid performance, enhance outage response, and maintain system integrity. Essential Duties and Responsibilities

The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive.


  • Provides leadership, training, and day-to-day work direction to System Operators to ensure high accuracy, quality, and efficiency in areas of safety, coordinating and documenting outage restoration, switching, radio operation, and customer service.

  • Directs, approves, oversees, and monitors all aspects of distribution grid operations including switching, clearances, outage restoration, grid optimization, grounding and tagging.

  • Directs utilization of SCADA, DA, ADMS, OMS, DERMS and other tools to monitor substation and distribution status and power quality data to optimize electric service, equipment, and service delivery compliance, and takes corrective actions as needed.

  • Supervises switching requirements between system operators and field personnel.

  • Directs, approves, writes, and issues switching orders, clearances and lockout/tagouts

  • Manages and processes all OMS, Call Center and other outage notifications to direct the safe and efficient restoration of distribution system outages.

  • Directs grid operations, corrective actions, and informs appropriate system personnel of distribution system events and concerns on the distribution electric system.

  • Develop and administer department training programs to develop operators and ensure competence and confidence in the operation of complex grid monitoring and control systems.

  • Coordinates Fort Collins / PRPA Black Start and emergency load shedding in accordance with Operating Procedures including regional emergency operations management centers.

  • Serves as the Subject Matter Expert for ADMS, DA, DERMS and SCADA operations.

  • Prepares, disseminates, and maintains contact information and coordinates dispatching activities with appropriate utility personnel and outside personnel including governmental agencies, law enforcement, emergency services, large customers, utilities, and others.

  • Trains new operators in ADMS, DERMS, OMS, and switching and tagging procedures.

  • Leads the Control Center and responds to staffing situations and/or significant distribution system events at any and all hours

  • Coordinates, prioritizes, and schedules projects considering transmission, substation, and distribution operational needs.

  • Five or more years' experience in engineering, or operations for an electric distribution utility• Three or more years distribution Control Center operation knowledge and experience• NERC Certification within two years of hire
