Job Description
PURPOSE SUMMARY. Direct, manage, and coordinate the operations, activities, and employees of the Economic Development Department.
ESSENTIAL DUTIES.
Assume full leadership and management responsibility for all Economic Development Department services and activities.
Contribute to the overall quality of the department's service by developing, reviewing, and implementing policies and procedures to meet legal requirements and County needs; continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor the distribution of work, support systems, and internal reporting relationships; identify opportunities for improvement; direct the implementation of change as needed to advance services and regional development.
Prioritize, plan and assign work to staff; train, motivate and develop staff; administer personnel policies and procedures in the Department; conduct interviews and recommend personnel for hire; conduct annual performance reviews; and conduct coaching, counseling, and appropriate disciplinary action as needed.
Develop, establish, communicate and implement operating standards for the department.
Plan, organize, manage, lead, and direct the overall operations and activities of the department to innovate and implement best practices for projects and programs to serve the evolving needs of the region and residents.
Plan, organize and implement the County’s economic development program, incentive programs, and initiatives to enhance and expand the economic health and vitality of the County.
Develop and implement short and long-term economic development plans and revitalization strategies for the County.
Develop and manage programs, marketing and business attraction strategies to recruit and retain businesses and assist businesses seeking establishment, expansion, and rehabilitation.
Plans, directs, and coordinates the Economic Development Department’s work plan; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures, works with department management staff to identify and resolve problems.
Respond to development proposals, prepare cost-benefit analyses, recommend financial incentive packages, assist with negotiations and review of agreements, and coordinates incentive packages.
Develop and manage consultant contracts. Prepare grant proposals and applications, contracts and other necessary documents.
Manages the development and implementation of the Economic Development goals, objectives, polices and priorities.
Foster collaborative partnerships with local, State and Federal agencies, community groups, industry organizations and the non-profit and private sector to advance and integrate regional development.
Analyze existing economic situations relative to business attraction and expansion; review modern techniques for business attraction and retention; and monitor and evaluate the effectiveness of various economic development programs and efforts.
Conduct economic development research, gather and analyze information, prepare studies, reports, and recommendations.
Become familiar with the existing inventory of available buildings and businesses in the County.
Prepare, monitor and manage departmental budgets and expenditures to assure the department operates within budget appropriations.
Monitor legislative and regulatory activity relating to economic development, evaluate possible impact on Doña Ana County and recommend changes if necessary.
Participate as a member of the County’s management team. Coordinate with other departments to integrate projects of mutual interest and regional development. Provides input to senior staff to improve the level and quality of services.
Represent the department and County to various committees, boards, community groups, County Commission and the public. Coordinate and support a variety of advisory commissions and groups.
ADDITIONAL DUTIES. Other duties may be assigned.
QUALIFICATIONS.
A. Education. Bachelor Degree in Business or Public Administration, Urban or Regional Planning, Marketing, Economic Development, Economics, or related field.
B. Experience. Eight (8) years of progressively responsible experience in economic development, marketing, research, business development, commercial real estate/development, urban planning, community development and/or redevelopment; five (5) years of full-time supervisory or management experience.
C. Education/Experience substitution. N/A
D. Licenses/Certifications. Certified Economic Developer (CEcD) preferred. Must have a valid driver’s license. Must maintain a satisfactory driving record in accordance with County policy.
E. Other (e.g., post-offer medical exam, polygraph, background check, driver’s license record, etc.). Background and driver’s license record check.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION:
Must have knowledge of: Economic development principles, practices, and implementation methods, including business development, redevelopment, marketing, and local government financial incentives for business and economic development; comprehensive planning principles, practices, and techniques; principles and practices of administrative management, including accounting, budgeting, and strategic planning; city, state and federal statutes, rules, codes and regulations relating to economic development; budgeting and strategic planning; and management/supervisory techniques.
Must have skill in: Planning, organizing and supervising; interpret and apply local, state, and federal regulation, policies and procedures; establish and maintain effective working relationships; and communicate effectively both orally and in writing.
Must have ability to: Exercise independent judgment and decision making; collect and analyze data; assess and prioritize multiple projects and tasks; analyze trends and issues; maintain and complete accurate records; analyze and evaluate economic development issues; and communicate clearly, concisely and professionally.
Compensation Range
$140,000.00 - $149,276.40
