REQUIREMENT

The Capture/Program Manager for Multi-Award Contracts will focus on capture management, proposal development, and overall program management of the ARCTOS multi-award contract (MAC) portfolio, to include GSA Schedules, IDIQs, and consortia memberships. This role involves leading efforts to identify and secure new business opportunities within existing MAC vehicles supporting the development of high-quality proposals and ensuring compliance with MAC terms and requirements. The Capture/Program Manager will also support establishing and maintaining marketing materials and strategic partnerships relevant to the MAC portfolio, contributing to the company’s growth and competitive positioning in the federal marketplace. This position is ideal for a mid-career professional interested in the government contracting space, seeking to develop their business development acumen and apply their experience and creativity to support business growth.

PRIMARY RESPONSIBILITIES

  • Serve as POC for the company's multi-award contracts and consortia, and participate in related events and working groups.
  • Assess upcoming solicitation opportunities to identify those that align with company goals and capabilities.
  • Assist in competitor analysis, customer needs evaluation, and teaming strategies to guide bid/no-bid decisions.
  • Facilitate the preparation of RFI/RFP responses, collaborating with technical, pricing, and contracting teams to ensure compliant and timely submissions.
  • Maintain accounts across relevant MAC/consortia portals to submit RFIs/RFPs and respond to required data calls.
  • Provide oversight and guidance on compliance with the terms and conditions of MAC vehicles.
  • Provide assistance as necessary to program execution teams to ensure awarded task orders under MACs/consortia are managed efficiently and effectively.
  • Lead the development of marketing materials to promote awareness of ARCTOS and use of its contract vehicles.
  • Attend relevant industry days to promote awareness of ARCTOS capabilities and customer needs/opportunities.
  • Assess and recommend changes to capture tools and processes to improve efficiency and win rate.

KNOWLEDGE AND SKILLS

  • Experience in government contracts arena, particularly using flexible contract vehicles (e.g., GSA, IDIQs, BPAs).
  • Relationship building skills to initiate and manage teaming arrangements with partner prime or subcontractors.
  • Excellent communication skills, both written and verbal, for external and internal team interactions.
  • Strong organizational skills with the ability to effectively manage multiple tasks and deadlines.
  • Problem-solving abilities, with a focus on identifying and mitigating risks and resolving issues efficiently.
  • Experience or interest in the use of AI tools to improve opportunity analysis, business processes, and marketing.
  • Ability to work both independently and collaboratively across teams to achieve company and program goals.

EDUCATIONAL, CLEARANCE AND CERTIFICATION

  • Education: Bachelor’s degree (required) in business, management, or technology; advanced degree in a relevant technical field is a plus.
  • Experience: 3+ years of program experience related to Department of Defense contracts (required); business development experience with multi-award contract vehicles is a plus.
  • Clearance: U.S. citizenship with security clearance eligibility (required); an active clearance is a plus.

PHYSICAL/WORKING ENVIRONMENT

  • Ability to work in an office environment and travel as needed for customer events (typically local).

TRAVEL

  • Anticipate up to 5-10% travel to relevant trade shows, MAC meetings, and industry days. All travel will be performed under the guidelines of Federal Travel Regulations and/or Joint Travel Regulations.
