Job Description:

GENERAL DESCRIPTION

The Airport Operations Manager-Terminal is responsible for assessing, evaluating, coordinating, and overseeing all areas of airport operations. Under the direction of the Airfield Operations Compliance Manager, the primary duties include supervising airport facilities, safety, and security functions, and other operations focused on delivering the premier customer experience. The Airport Operations Manager maintains a safe and secure airport environment by conducting inspections of Airside, Landside, and Ground Transportation areas while coordinating operational and/or security activities. This position coordinates with many stakeholders, including but not limited to airport maintenance personnel, coordinates and manages construction activities to minimize operational impact or disruption, and participates in various phases of emergency management and irregular operations while interacting with airlines, federal agencies, business partners, and airport management.

ESSENTIAL FUNCTIONS


  • Resolves operational issues involving airline passengers, airport guests, tenants, public safety, and security.

  • Coordinates with airport tenants and stakeholders for impacts to operations. Works closely with multiple internal and external customers to develop plans of action and response to various issues including but not limited to, security, access control, construction, airside capacity and response, and rule enforcement.

  • Oversees the inspection of airport facilities, apron areas, gate positions, terminal buildings, roadways, and ground transportation lots to ensure safe and efficient operation and any other areas as directed.

  • Make decisions necessary to maintain the continued safe operation of the airport; eliminate or mitigate operational delays or negative impacts to customers with a focus on safety and customer service.

  • Works with tenants to gain and maintain compliance with all federal, state, and county regulations for the safe operation of the airport.

  • Assumes Incident Command responsibility for all airport emergency and security events while on duty.

  • Provides information to representatives of various agencies, groups, governmental officials, and employees to explain and interpret airport regulations and procedures.

  • Evaluates and recommend solutions to operational concerns.

  • Enforces and actively promotes Airport rules and regulations.

  • Manages the airport's aircraft parking gate and hardstand resources to maximize efficiency and reduce customer impacts.

  • Maintain a good understanding of the needs and concerns of our customers, including all tenants and the general public.

  • Maintain effective and collaborative working relationships with all airport tenants.

  • Supports the Airport Security Coordinator to ensure the airport meets all 49 CFR 1542 requirements.

  • Embody the guiding principles of the department as outlined in the TPA Airport Operations “Rules of Our Road”.

  • Regular and reliable attendance is required as an essential function of the position. (at bottom of functions)

  • Have the ability to employ soft skills and foster strong and productive relationships within the core working group and across departments and verticals.

  • Responsible for their subordinate employee’s welfare and care, individual training in the conduct of their duties and mentoring

  • Reviews subordinates work performance, conducts open and honest performance check-ins, appraisals, initiates corrective action or discipline as necessary

  • Ensures subordinates meet authority standards in personal appearance, maintains and accounts for equipment as instructed

REQUIRED FOR ALL HCAA JOBS


  • In the event of an emergency or disaster that impacts the Hillsborough County Aviation Authority (HCAA), an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department or the HCAA Emergency Operations Center (EOC). Such assignments may be before, during, or after the emergency/disaster.

  • Complies with all HCAA Policies, Procedures, and Standards.

  • Performs other duties as assigned.



QUALIFICATIONS (EDUCATION, EXPERIENCE, LICENSES & CERTIFICATIONS)


  • An Associate or Bachelor Degree in Business or an equivalent combination of education and relevant work/industry/military/job specific experience that provides the necessary knowledge, skills, and abilities to successfully perform the essential job duties.

  • The ideal candidate will have airport operations experience at a medium or large-hub airport; the ability to act independently and decisively in emergencies; be able to demonstrate competent and effective oral and written communications skills; and have knowledge of FAA rules, regulations, directives, and procedures governing airport operations.

  • Must currently hold or obtain, within 1 year of employment, the AAAE Certified Member (C.M.) credential.

  • Certain convictions will disqualify individuals from unescorted access privileges and therefore exclude them from employment.

  • Obtain and maintain position appropriate NIMS & emergency management training.

  • Maintain Ramp and Movement Area (MAT) driving privileges.

·         Must possess a valid, current Florida Driver License at the level required for the position when operating an Authority vehicle or driving on behalf of the Authority.

PHYSICAL ABILITIES


  • Must be able to lift and/or move up to 25-75 pounds.

  • Must be able to work in inclement weather conditions.

  • Must be able to operate on foot/walking/standing for extended periods

  • Must be able to work on various assignments. Exposed to chemicals, fumes, solvents, machinery, moving objects/vehicles, dust, slippery/uneven surfaces, confined spaces, and excessive noise (amount of exposure varies based on assignment).

  • Shifts are 10hr in duration. There are three shifts, a day shift consisting of the hours of 0500 to 1500, a mid-day shift with the hours of 1500-0100, and a ground transportation shift that is scheduled from 1000 to 2000. Schedules and days off are bid by seniority. Hours and scheduled days are subject to change and the position is salaried. All who fill this role will bid a shift, which will include holidays, and will be required to report back to work during emergencies, urgent situations, special events, and inclement weather.
