This position is responsible for planning, coordinating and overseeing the design, implementation and operation of ADA paratransit service related activities delivered under contract.
DUTIES & RESPONSIBILITIES: Essential:
Recruit, train, and supervise Paratransit Service team members, ensuring adherence to Employee Guidelines, processes, and procedures.
Conduct performance evaluations, provide coaching, and hold staff accountable to meet performance standards.
Monitor and administer ADA Paratransit Service contracts to ensure compliance with ADA requirements for services such as eligibility certification, call center operation, scheduling, and dispatch.
Engage with contract service managers to ensure fulfillment of contract scopes.
Collaborate across agency department to coordinate service needs, such as identifying driver shortages and fluctuating route demands. Provides updates on service requirements and operational needs
Prepare and manage the annual budget for Paratransit Services. Run analysis of spending trends and service demands to assist in budget preparations. Draft budget proposals for review with financial analysis and ensure alignment with agency goals.
Assist in preparing the long-range budget. Manage response to customer inquiries and complaints, working with contracted providers, Paratransit users, and the public to resolve issues. Develop Requests for Proposals (RFPs) for procurement of contracted ADA Paratransit Services. Evaluate proposals and prepare Board Reports for contract awards.
Assists Senior Manager of paratransit services in development of and implements quality control procedures and manages the coordination for operations and maintenance monitoring for contracted services.
Develop and maintain systems for collecting and reporting operating statistics. Oversees the collection and reporting of National Transit Database (NTD) paratransit information to ensure FTA funding compliance.
Conduct and participate in meetings with members of the disability community, non-profit and for-profit paratransit providers, and other stakeholders to solicit feedback and necessary program improvements.

QUALIFICATIONS:
Essential:
Bachelor’s degree from an accredited college or university. A degree in Transportation, Transportation Planning, Public Administration, Business Administration, or related field.
5 years’ experience in the administration, operations, or management of transportation operations, or related industries.
2 years supervisory experience managing teams, employee performance, and workplace culture.
Proficiency working with demand-response dispatch and scheduling systems.
Strong mathematical skills, including the ability to analyze spending trends and manage budgets effectively.
Preferred:
Experience in Paratransit Services and/or passenger transportation is highly preferred.
Actively hold Certification in ADA Legislation (or the ability to obtain one within first year of employment).
Knowledge of Federal Transit Administration (FTA) requirements for transit and Paratransit Services, including National Transit Database (NTD) requirements.
Knowledge of the provisions and requirements of the Americans with Disabilities Act (ADA), and relevant federal, state, and local laws and regulations.
Experience with preparing Requests for Proposals (RFPs) and evaluating responses.
Experience in contract management, including negotiating, managing performance, and ensuring compliance of contracts.
Experience in dispatching, scheduling transportation crews or routes, or similar fleet management experience.
KNOWLEDGE/SKILLS/ABILITIES:
Proficiency with Microsoft Office Suite and paratransit software systems.
Ability to communicate effectively, orally and in writing.
Ability to use sound judgment and maintain strict confidentiality.
Ability to manage time and workload effectively, including planning, organizing, and prioritizing with attention to details.
Strong leadership and team management skills, with the ability to coach and mentor staff.
Excellent problem solving and decision-making abilities, especially in resolving customer complaints and service-related issues.
Strong analytical skills to oversee operating statistics and reporting systems.
Ability to work effectively with various stakeholders, including government agencies, non-profit organizations, and the disability community.
