Job Description:

FUNCTION:

The Program Director promotes the mission, vision and core values of the organization and is responsible for providing leadership that supports and promotes the strategic direction of VOAC in the assigned area. The Program Director is responsible for support, oversight and management, directly and indirectly, of the assigned agency’s programs. This position directly manages Virginia Beach Mental Retardation Services, and provides oversight and support for the Lighthouse Center program. The Program Director shall ensure the provision of quality services that offers clients supportive, structured therapeutic, safe, and drug-free facilities.

Additionally, the Program Director shall have operational oversight of all program services throughout the service area, and provide managerial support to the Program Directors in the areas of personnel management, fiscal responsibilities, and loss prevention. This position is responsible for ensuring compliance with all federal, state and local licensure and regulatory requirements for services and facility management.

PRINCIPAL ACTIVITIES:


  • Manage and monitor all aspects of VOAC programs, services and business operations in area of jurisdiction. 

  • Develop and/or implement VOAC policies and procedures.

  • Directly supervise Program Directors and ensure management of all VOAC staff in the region.

  • Assure appropriate levels of staff utilization, and the development and maintenance of staff morale, training and professional development.

  • Monitor and ensure program compliance with contractual and government regulatory requirements.

  • Ensure the implementation and provision of quality services and supports for consumers.

  • Effectively and appropriately communicate with the COO on all organization and operation related issues and matters.

  • Act as the liaison between VOAC and contractual and funding agencies; ensure positive, effective community relations.

  • Partner with municipal, county, and state entities to provide programs and services that focus on growth, development, retention, engagement and building capacity.

  • In coordination with appropriate VOAC staff, support the development and implementation of new programs and services.

  • Develop and monitor program reporting procedures, and submit reports to Administration as required.

  • Assist with the development of Program operating budgets; monitor program financial operations with budgets.

  • Support VOAC senior management and other programs activities as assigned.

  • Participate in meetings, trainings and conferences as needed.

REQUIREMENTS:


  • Bachelor's Degree with six years relevant experience in business management or program operations is required. Experience with the human service field is preferred.

The position requires demonstrated ability in the following areas of responsibilities:


  • Provide leadership for all business management and operations for a region.

  • Development and administration of policies and procedures.

  • Development and implementation of services and programs.

  • Implementation and management of financial operations and Budget(s).

  • Management and performance of Program staff in the region

  • Management and oversight of facilities vehicles, equipment and property.

  • Leadership for implementation of the organization’s strategic plan.

  • Understanding team dynamics, promoting strong teams, effectively using technology to perform tasks, and balancing the diverse needs of the programs and outside contacts within the Region.

  • Excellent organizational skills, ability to prioritize and handle multiple tasks and projects concurrently.

  • Excellent verbal and written communication skills.

  • The ability to work with confidential material and maintain confidentiality along with sensitivity to employee’s needs and data.

  • Excellent interpersonal skills required.

OTHER:


  • This position requires driving your personal vehicle for company business. Must be privileged to drive according to the criteria set forth by Agency MVR guidelines.

    • Valid driver’s license in jurisdiction of residence

    • Vehicle liability coverage if driving personal vehicle (on occasion, may be required to transport clients in personal vehicle)

    • May be required to drive a van

  • Acceptable Criminal background check, OIG Exclusion check

  • Negative Drug Screening

  • CPR/First Aid Certification must be acquired and maintained once employed
