JOB TITLE: Radiological Program Manager
REPORTS TO: President
SUMMARY
The Program Manager is responsible for managing the Program and leading the company's growth function and execution of strategies to expand our services in the market as they are tied to Radiological Programs. A program is defined as a meaningful and complex business opportunity tied to a specific customer projected long duration need. Examples of potential markets include DoD Infrastructure Overhaul Support, Overseas Navy Ship Repair, or like opportunities. Primary focus on leveraging IMIA's current suite of capabilities to new customers/projects and driving opportunities to award and execution.
ESSENTIAL DUTIES & RESPONSIBILITIES
Oversite and management of IMIA's NRC licence and program
Developing business plans for radiological business and establishing win strategies
Proactively partnering with the Senior Leadership Team to identify and drive the organization to achieve strategic and operational objectives, while leading all facets of the growth function.
Building market position within the portfolio of Programs by locating, developing, defining, and closing business relationships
Managing the capture planning process to include customer analysis, competitor analysis, and action plans
Monitoring and pursuing opportunities to enter new or adjacent markets organically or via acquisitions
Responsible for market research and maintaining situational awareness for future opportunities, assessing opportunities, planning the capture of the work, proposal planning, and proposal management through submission to the customer
Maintain situational awareness through business intelligence to bring action plans to teams responsible for executing the strategy. Monitor progress of teams engaged in new opportunities
Building and maintaining relationships with key government officials, decision-makers, and procurement officers to ensure the company is well-positioned for upcoming opportunities
Supporting market research, white space analysis, and competitive intelligence initiatives by monitoring and tracking industry news, recent contract wins, and other advancements within the competitive landscape
Project management oversight for current and pending projects/contracts including yard issues related to resources and logistics for Radiological Programs
Ensures adherence to project timeline and achievement of project milestones for Radiological Program projects
Ensure government/customer mandated administrative reporting is as required and timely (Std Item reqd reports, including SY unique nuances)
Develops strategy and provides oversight of all high value, complex, or politically sensitive contract and schedule negotiations, including documentation, for awarded contracts
Establishes and oversees project manager's execution of standards for change order development and adjudication, including pricing and associated documentation
Review subcontract solicitation responses, including caveats and exceptions
Ensures compliance with all contractual/subcontract documentation requirements
Responsible for bringing a complete proposal package to senior management for final technical, cost and price reviews
SUPERVISORY RESPONSIBILITY
Indirectly supervises Key Internal Stakeholders during the search, bid, win, and execution of work within the specialized Program.
KNOWLEDGE, SKILLS, AND ABILITIES
Incumbent must have vast experience in Navy Nuclear Programs, Navy Nuclear Remediation Programs, Safety in the Nuclear Program operational arena, and other DoE Programs.
Knowledge of IDIQ contract DOs and other fixed priced efforts, includes bid submittal, DO/PO acceptance, and change order processes
Proficient with Microsoft Office Suite of products, particularly Excel and Word
Ability to synthesize and analyze complex and diverse information
Identify, troubleshoot and resolve critical issues in a timely manner
Excellent interpersonal communication and negotiation skills
Ability to delegate work assignments, give authority to work independently, and monitor final output
Ability to inspire and motivate others to achieve organization-wide goals
Knowledge of project management processes and methodologies
In depth understanding of FAR/DFAR
EDUCATION AND EXPERIENCE
Minimum 8 years of directly related experience in Navy Nuclear Programs, Nuclear Remediation Programs, DoE Programs (5 years of proven leadership, including project management in these programs is needed)
WORKING CONDITIONS
Most work performed under pressured, fast-paced conditions; frequently requires overtime
Minimal exposure to extreme temperatures, high noise levels, toxic or caustic chemicals, fumes, airborne particles, outdoor weather conditions, dusty conditions, wet and/or humid conditions, hazardous machinery during shipyard or shipboard site checks.
