Position Overview
VectorUSA is seeking an experienced and results-driven Senior Federal Project Manager to lead and manage federal projects from our San Diego or Torrance office. This role involves overseeing complex federal initiatives, supporting the Navy Modernization Program, and administering Alteration Installation Team (AIT) operations for network systems on Naval ships. The ideal candidate will have 810 years of recent federal project management experience, a strong technical background, and an active (or reactivatable) Secret Clearance.
Key Responsibilities
Project Management
Lead federal projects from initiation to completion, ensuring alignment with client goals, timelines, and budgets.
Monitor and manage project KPIs, including budget adherence, schedule compliance, scope control, and quality assurance.
Technical Expertise
Implement Layer 2/3 networking, SD-WAN, Network Access Control, and other related network components.
Conduct ship checks, site surveys, and analyze installation drawings to identify and address mechanical, structural, or electrical discrepancies.
Stakeholder Engagement
Act as the primary point of contact for federal clients, providing regular updates on project progress, risks, and adjustments.
Collaborate with Government officials, contractors, shipyard staff, and Navy personnel to resolve on-site challenges and ensure seamless project execution.
Ship Modernization Operations
Lead wireless network upgrades on Navy ships as part of the Navy Modernization Program.
Partner with Regional Maintenance and Modernization Coordination Offices (RMMCO) to coordinate shipboard installation processes.
Compliance and Risk Management
Ensure adherence to ISO 9001, NIST frameworks, and federal compliance standards.
Apply knowledge of Risk Management Frameworks and Information Assurance processes to maintain security compliance.
Manage documentation for federal compliance, audit readiness, and quality assurance.
Travel and Coordination
Coordinate on-site project activities, with travel required to Naval bases within the U.S. and occasionally overseas.
Travel between San Diego and Torrance offices as needed, with compensation for mileage and potential car allowances.
Tools and Software
Utilize Microsoft Project and Excel for scheduling, budgeting, and task tracking.
Use ProCore as the primary project management platform (training provided if necessary).
Qualifications
Education and Certification
Bachelors degree in Project Management, Information Technology, Engineering, or a related field (Masters degree preferred).
810 years of recent experience managing federal projects.
Strong project management skills, including budgeting, scheduling, scope management, and risk mitigation.
Expertise in network infrastructure and federal cybersecurity protocols.
Familiarity with ISO 9001 and NIST frameworks.
Excellent communication and stakeholder management skills, with experience collaborating with federal agencies.
