Job Description:

As the central repository of fingerprint-based criminal history records for the State of Nebraska, Under immediate to general supervision, the Research team is responsible for the accuracy of the Patrol Criminal History Database (PCH), which is the database housing our state's criminal history information. This position is responsible for manually reviewing, verifying, and modifying fingerprint-based criminal history records to ensure the accuracy of this information, per state statute, prior to dissemination to authorized requestors. The information contained within PCH is sent to the FBI's Interstate Identification Index (III) via the Combined Law Enforcement Information Network (CLEIN) Message Switch for nationwide availability of Nebraska criminal history information. Additional state downstream systems which utilize PCH information include the Nebraska Criminal Justice Information System (NCJIS) and the Nebraska Fusion Information Network (NFIN). Nebraska criminal history information retained in the PCH database is used by the public, law enforcement, licensing agencies, and varying criminal justice agencies at the local, state, and national level. Criminal history records are accessed, reviewed, updated, and disseminated for employment purposes, professional licenses, handgun and explosive permits, and firearm purchases, all vital to public safety. This position collaborates with team members, FBI, and various criminal justice agencies to ensure the PCH database is being properly utilized. Duties include processing criminal and non-criminal records; research, maintain, and verify arrest records for entry into the Criminal History Database System for access by law enforcement agencies, court systems, etc. Process criminal and non-criminal records by requesting, accepting, processing, and verifying information from arresting agencies and court dispositions. Utilize the Patrol Criminal History and other criminal justice databases, as well as telephone and fax. Process teletype record checks by receiving, sorting, and disseminating criminal history information over the teletype system. Foster and maintain positive relationships between the Nebraska State Patrol and criminal justice agencies along with our public customers. Conduct Nebraska based criminal history background checks. Other duties as assigned.



Requirements / Qualifications:




Minimum Qualifications: Coursework/training or experience related to research, presentation, or publication in an area related to the programs or functions of the employing agency; business administration; accounting; customer service; and/ or technical support work, including use of computer software such as word processing, spreadsheets, and database management.



Preferred Qualifications: High school diploma or equivalent. Coursework/training or experience in entering/maintaining alpha and numeric fields, research, customer service, and the use of a personal computer, associated software, and office equipment. Criminal Justice background experience or Criminal Justice degree. A working knowledge of Nebraska computerized criminal justice systems such as PCH, JUSTICE, NCJIS, etc. Excellent knowledge of Microsoft Office word processing tools and spreadsheets, office equipment and computer hardware. Great attention to detail, and time management skills. Exceptional customer service, including the ability to handle inbound and outbound calls from customers and agencies.



Other: Regular and reliable attendance is expected. A valid driver's license or the ability to provide independent authorized transportation is required. 28 CFR 20.36 requires the Nebraska State Patrol to execute the CJIS agreement and abide by the CJIS Council policies to acquire and retain access to the Intrastate Identification Index (III) for the State of Nebraska. Vision must be correctable to a range that will allow reading of detailed database information and viewing of information displayed on computer terminals and printouts. Accuracy, attention to detail, and organization is key to success in this position. If selected for this position, you must meet the U.S. Citizenship & Immigration Services employment eligibility requirements by completing an EEV (I-9) Form. The agency does not sponsor H1-B Visa's. Applicants will be screened for a record of criminal activity and criminal history using a fingerprint-based background check before a final offer of employment is made. Applicants must be free of felony convictions, and cannot maintain continuous association or dealings with persons, groups, or organizations whom they know, or should know, are persons or groups or organizations under criminal investigation or indictment or who have a reputation for present, ongoing involvement in felonious or criminal behavior. Applicant must successfully complete an extensive screening prior to being employed, which includes completion of a Personal History Questionnaire.
