Job Description:

This Administrator is the leader of the Office of Economic Assistance Legislation and Community Initiatives Team. The OEA Legislation and Community Team works across Economic Assistance programs, including Child Care Subsidy and Child Support Enforcement. The primary responsibilities will be within coordination and implementation of research, federal/state legislation, statute and regulations. The Legislation and Community Initiatives Team includes supervision of a team of Community Support Specialists who are collaborate with community-based organizations to provide training and share information related to Economic Assistance programs and facilitate client access to services and supports available through the Office of Economic Assistance.


Example job duties are as follows:


  • Gain a high-level understanding of policy, and regulations governing the Office of Economic Assistance (including Economic Assistance, Child Care Subsidy and Child Support Enforcement)

  • Coordinate a team to enhance relationships and implement initiatives between the Office of Economic Assistance and other community partners to ensure clients and constituents have access to services and supports

  • Coordinate a team of experts to establish and maintain documents for a variety of stakeholders

  • Coordinate across program teams to draft impacts, responses, communication to a variety of requester

  • Coordinate among all program teams to draft required documents during legislative session and coordinate the implementation of legislation for all programs

  • Research federal and state legislation, statute and regulations and write reports to summarize findings



Hire Rate: $32.067 per hour - Exempt


Dress Attire: Business Casual


Driving is Required


Must work at Nebraska State Office Building in Lincoln Nebraska.



Requirements / Qualifications




Minimum Qualifications: Bachelor's Degree in public administration, social work, human development, public health, behavioral science, law, finance, human resources or other program related field AND two years of experience in a field related to the assigned program area including supervisory experience; OR a Master's degree in any of the above mentioned fields. Experience may be substituted for the educational requirement on a year for-year basis.



Preferred Qualifications:



  • 5-7 years of related experience with Economic Assistance programs, federal or state policy-making, legislation and statutory implementation and oversight.

  • Previous government experience.

  • Experience reviewing, learning, and applying statutory or regulatory requirements for Economic Assistance programs.

  • A Master's degree in any of the above mentioned fields.

  • Experience may be substituted for the educational requirement on a year for year basis.




Other: Valid driver's license or the ability to provide independent transportation. Some travel may be required. Must work at Nebraska State Office Building in Lincoln Nebraska



Knowledge, Skills, and Abilities




Knowledge of: federal and state laws and regulations relevant to the Economic Assistance programs, the principles and practices of public administration; procedure and policy development; methods and techniques of program planning; federal and state laws, rules, regulations and procedures pertaining to economic assistance programs; public funds and budgeting methods; principles and techniques of planning, monitoring and evaluating programs and service delivery systems.



Skill in: interpreting and/or clarifying policy to interested groups; conducting formal presentations to provide education and share information; communicating information so others will understand, identifying complex problems to develop and evaluate options and implement solutions.



Ability to: plan, organize and direct a major program; work collaboratively in a team setting; analyze, develop and organize materials; establish and maintain positive relationships with agency staff, service providers/contractors, community organizations and clients; communicate electronically, on paper or in person to promote, explain, discuss, advise and interact with interested groups on various program issues and problems; prepare and review technical documents such as summaries of state and federal regulations, action plans, reports, contracts and grants; understand, interpret and apply instructions, laws, rules, policies and procedures pertinent to the program; exercise independent critical thinking skills; maintain liaison with community representatives and other governmental agencies. exercise judgment, decisiveness, and creativity in critical and unexpected situations; plan, assign and supervise the work of others; establish program objectives, performance goals, and assess progress.
