Position Title: Monitoring and Evaluation Officer

Reports To: Associate Director, Resettlement Monitoring, Evaluation, Accountability and Learning

Location: US Remote



Salary Grade: 7

Purpose



The Monitoring and Evaluation (M&E) Officer promotes quality and compliant delivery of Reception and Placement (R&P) services throughout the CWS network. The M&E Officer is responsible for regular onsite and remote desktop monitoring visits as well as supporting implementation of the M&E framework for the R&P program. Primary responsibilities include conducting required R&P program monitoring, providing M&E technical assistance, and analyzing monitoring and evaluation data for program improvement. The position also has responsibilities related to protocol and tool development and implementation, data visualization, report writing, and contributions to the Resettlement and Welcome Services (RWS) Monitoring, Evaluation, Accountability, and Learning (MEAL) strategic objectives. Frequent domestic travel is required with an estimated six to eight resettlement affiliate monitoring visits each year (resettlement affiliate monitoring visits are 5 business days). An important prerequisite for this position is the ability to work collaboratively as part of a team in a collegial manner and to work independently to carry assignments through to completion.



Responsibilities





  • Maintain up-to-date information and gain expertise on the Reception and Placement (R&P) program



  • Provide feedback on CWS' monitoring tools and protocols to assess R&P compliance that promote best practices and exceed R&P program requirements



  • Conduct desktop, on-site and ongoing monitoring of affiliates and sub-offices for compliance with resettlement program requirements



  • Identify and report on monitoring and R&P program trends to inform training and programmatic activities



  • In coordination with relevant R&P program leads, provide training, guidance and technical assistance to affiliate offices following R&P monitoring visits



  • Support the training of new R&P monitors on use and implementation of M&E tools



  • Support the development of resource materials for affiliates to conduct and implement quality assurance mechanisms and internal M&E protocols



  • Analyze monitoring data and feedback collected from stakeholders through utilizing online data platforms to enhance monitoring processes



  • Conduct annual review of the Accountability to Affected Populations (AAP) and Quality Assurance (QA) policies



  • Assist with the implementation of the MEAL plan for the Resettlement Unit and support the implementation of other RWS program MEAL plans, as needed



  • Contribute to the RWS MEAL team's strategic objectives, including but not limited to business development, reporting writing, analysis, data visualization, and learning initiatives



  • As requested, represent CWS at internal and external conferences, meetings, committees and working groups with CWS colleagues, national Resettlement Agencies, federal partners and other stakeholders



  • Perform other related duties and projects as requested




Qualifications



Experience:

  • Minimum of 5 year's experience in a local resettlement affiliate or a national office of a resettlement agency necessary; local resettlement affiliate experience strongly preferred



  • Strong knowledge and experience with monitoring and evaluation techniques required



  • Experience with the development of monitoring and evaluation tools and protocols



  • Must be able to travel to affiliate offices and able to troubleshoot complex challenges



  • Experience in general office work, processing information and materials and maintaining records and files



  • Ability to conduct oneself in a professional and courteous manner at all times to represent the professional and institutional interests of CWS



  • Knowledge and experience in working with Microsoft Word, Excel, Power Point and database software is essential

  • Strong writing skills required



  • Fluency in a language spoken by refugee populations a plus



  • Ability to work in a multicultural environment required

Education and Certifications:

  • Bachelor's degree or equivalent education and work experience.



  • Master's degree in social work, nonprofit administration or similar field preferred.



  • Specialized training in monitoring and evaluation preferred.

Work Location:


This position is a remote US-based role with in-person responsibilities. Employees with a remote work


arrangement must be able to fulfil the following conditions:




  • Ability to maintain secure and appropriate personal work environment for day-to-day work



  • Access to strong and reliable internet access



  • Ability to adhere to CWS data security policies and protect sensitive and personally identifiable information



  • Regular work hours must span core business hours 10AM-4PM Eastern time



  • Proximity to U.S. airport and ability to travel to attend CWS and external meetings, conferences, site visits and other in-person engagements.



  • Must use CWS provided equipment such as laptop and cell phone
