Job Description:

The Judicial Branch is a state-funded Branch of Government that offers medical/dental/vision, $20,000 free basic life insurance, state-matched 156% retirement plan, 13 paid holidays, earned paid vacation and sick leave, and more.


This professional position oversees and guides behavioral health best practices in case management and services for youth on probation across the state. This position develops training and skill development for probation staff as it relates to behavioral health responsivity factors for youth on probation. The position co-leads the juvenile probation suicide initiative. Oversight of effective service delivery, policy development, research and analysis, including making recommendations involving behavioral health for justice-involved adults and youth. Work also involves tracking legislation, noting concerns, and making recommendations to the Director and/or Court and Probation Administrators, Deputy Administrators or Designees. Work at this level involves creative functioning as a leader, facilitator, advocate, and trainer. Direction is received from a Deputy, Director, or Designee; however, the person in this position is expected to exercise a high degree of initiative and judgment in the performance of assigned responsibilities. Performs other related duties as assigned.


JOB DUTIES
1. Collaborates with stakeholders in problem-solving courts, child welfare, juvenile justice system and/or adult programs and services to address systemic issues. Recommends and develops specialized programs and services.


2. Collaborates with other Judicial Branch staff to increase the collection, accessibility, analysis and quality of court and probation data. Provides internal and external training and education on emerging issues surrounding juvenile and adult behavioral health, effective rehabilitation strategies, service delivery, and court/probation initiatives.


3. Assists in the development and monitoring of grants and provides technical assistance regarding grant applications.


4. Serves as the Administrative Office of the Courts and Probation's liaison on state coordinating initiatives and provides assistance as needed to local judicial districts and communities.


5. Engages in behavioral health research and quality assurance, analyzes outcomes concerning Judicial Branch practices, identifies policy-related issues, recommends and develops innovative strategies concerning court solutions/response.


6. Provides technical assistance to the Administrative Office of the Courts and Probation in the preparation of budget items involving program needs. The above classification responsibilities represent only the key areas of responsibilities; specific position assignments will vary depending on the business needs of the department.



Requirements / Qualifications:




Minimum Qualifications: Bachelor's degree in the social/behavioral sciences, criminal justice, education, human services administration, public administration or related area; plus 2 years of progressively responsible experience in program management.



Preferred Qualifications: Clinical Behavioral Health License with five years' experience supervising multiple programs and projects.


All educational credits must be granted from an accredited institution approved by the U.S. Dept. of Education.

KNOWLEDGE, SKILLS, ABILITES:



  • Considerable knowledge of the principles and delivery of adult and/or juvenile behavioral health (mental health and substance use disorder) services.


  • Effective program and individual case management


  • federal and state government processes, and pertinent laws and policies.


  • Knowledge of the principles behind crime, delinquency and adolescent brain development.


  • Knowledge and skill in strategic planning processes, the principles of continuous quality improvement, and basic budgeting and cost accounting processes.


  • Knowledge of Nebraska's adult and juvenile justice systems, as well as national trends.


  • Ability to demonstrate creativity in program design and development, skill with written and verbal communication and in developing quality deliverables, including the writing of policies, procedures and protocols.


  • Ability to initiate projects, work independently, collaboratively, diplomatically and skillfully with minimal supervision.


  • Provide training to multiple local, state, and national stakeholders including victims, elected officials, behavioral health consumers, justice-involved adults and youth, service providers, justice system professionals, clinicians, and administrators.


  • Skill at working in a political environment.


  • Ability to organize and manage multiple projects/deadlines simultaneously, and work under pressure to meet deadlines.




PHYSICAL REQUIREMENTS



Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
