Primary Role
The Manager, Capital Project Support & Compliance, is responsible for translating the policies and procedures governing our capital project delivery process into applicable technical controls and workflows to ensure compliance and mitigate risk. They will serve as the Business Owner of the PMIS application (eBuilder) and other applicable capital program/project business applications used in the delivery of the capital program. This position is responsible for serving as the liaison between the system users and the IT function on application enhancements and modifications as needed. It will also be responsible for ensuring Project Management Information System (PMIS) users and other key stakeholders within the engineering function have the appropriate training and support to efficiently deliver capital projects using the established business systems and following best practices. Their team will establish the standards, workflows, and testing requirements for the state engineering teams to act as the first line of defense for capital project delivery compliance; and establish a corporate-led second line of defense to ensure effective governance.

Key Accountabilities
Lead the Capital Project Support & Compliance team within the corporate engineering function
Ensure resources aligned to provide user support and training to engineering project managers across the enterprise utilizing our PMIS system and other applicable capital program/project business applications
Through their team, establish appropriate project management controls to comply with the applicable policies and procedures of the Company. Develop and maintain AW specific support documentation. Work with the state project delivery teams to implement effective governance as the first line of defense.
Develop the necessary monitoring and testing requirements to establish a corporate-led second line of defense to ensure effective capital project delivery governance.
Provide leadership for the centralized PMIS (eBuilder) administration and support resources. Develop the application business needs and define the necessary workflows to ensure the PMIS system and other applicable capital program business applications used by the project/program management teams and other key stakeholders align with the established controls. Work with IT and 3rd party application support resources (as applicable) to enhance the Company's business applications as needed. Ensure appropriate adoption, implementation, and change management activities associated with any PMIS or other applicable capital business application changes and/or enhancements.
Through their team, develop and implement project management best practices, including change management, tracking and results reporting, and driving capital efficiency through effective project management.
Meet regularly with partners and associated teams to review current / past performance metrics.
Provide clear and transparent feedback to IT peers, senior leadership, and business teams.
Cultivate a customer-forces orientation across all team members and peer teams.
Knowledge/Skills
Excellent written and verbal communication skills (e.g., fluency in report writing and presentations).

Strong knowledge of e-Builder or related PMIS tools.
Working knowledge of construction industry including methodology, terminology, workflow/paper flow of planning, design, and construction activities, as well as demonstrated knowledge of contract documents and specifications.
Intermediate level experience with computerized systems, database management and spreadsheet and word-processing programs to manipulate data and create reports.
Strong knowledge of computer software such as MS Word, Excel and Outlook.
Experience/Education
Bachelor's degree in Computer Science, Information Technology, Information Systems, Accounting, Business or related field of Engineering or Project Management.
Equivalent role related work experience in lieu of a degree will be considered.
10 years overall experience with Information Technology / Information Systems
6-8 years functional / technical experience with PMIS enterprise systems
5 years' experience leading an applications support & controls team
Successful experience with implementing strategy across an organization
Travel Requirements
Periodic travel with overnight stays as required; generally, less than 10% of total time is anticipated away from office
Work Environment
Primarily office environment with occasional local / overnight work in the field.
