Job Description:
Under the general direction of the Staff Service Manager I, the Associate Governmental Program Analyst (AGPA) provides business analysis and support services to the Record Management Branch (RMB). You will be responsible for performing as a highly skilled, independent consultant for the RMB and its assigned duties that support the various program needs of the branch.
As a RAP Sheet Trainer you will maintain strong relationships with internal and external stakeholders; consult with internal and external subject matter experts to meet statutory and case law mandates; analyze program procedures, policies, and practices; identify, document, and implement changes to program procedures, training materials for both internal and external use, and productivity metrics; and support continuous improvement processes within the branch from concept identification through project implementation.
You will also assist branch efforts to successfully meet mandates through high-value IT and non-IT solutions by performing analysis and documenting business needs, business requirements, and concepts.
This position is designated for telework under Government Code section 14200 for eligible applicants residing in California and may require reporting to headquarters or field offices and facilities to fulfill operational needs. All telework schedules are subject to change and may be reevaluated at any time. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the Department of Justice policies.
Duties:
Analyzes, evaluates, and resolves complex problems related to the collection, processing, maintenance, and storage of criminal history information.
Ensures that processes, procedures, and practices adhere to statutory and case law mandates, as well as departmental policies.
Develops manuals, specifications, brochures, and training materials for internal and external stakeholders related to criminal history information processes.
Updates training materials as needed. Reviews and updates procedure guidelines, and coordinates distribution to program staff. Develops and/or reviews criminal history improvement project documentation.
Reviews and analyzes proposed legislation and advises branch management on the impact or potential impact to program services.

Excellent judgment and tact in all interactions with law enforcement agencies, the public, and internal programs
Aptitude to develop, implement and conduct effective training for criminal justice personnel
Possess a thorough working knowledge of the varied DOJ processing systems, regulations, policies and procedures
Familiarity with Microsoft Excel, SharePoint, Word and PowerPoint software programs
Capacity to travel as needed
Minimum Qualifications: AGPA (Associate Governmental Program Analyst)
Education:
The following education is required when general experience is used to qualify at any level: equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

Experience: One year of experience performing the duties of a Staff Services Analyst, Range C. or
Or II
Experience: Three years of professional analytical experience performing duties in one or a combination of the following or closely related areas: budgeting, management analysis, personnel, planning, program evaluation, or policy analysis.
