Job Description:
Essential Functions
Manage development of the CIP budget, forecasts, and ad-hoc analysis for both organizations from all project sources including but not limited to Engineering, Environmental, Planning, Maintenance, Information Technology, and other departments.
Manage and report the CIP and assign required attributes appropriately in the system. Work closely with accounting staff to assign the accounting attributes and project managers for project attributes.
Enter CIP and funding data into the system and into project authorization requests. Assist in the preparation of documentation for spending authorization.
Support accounting and project management by reviewing charges for accuracy in accounting treatment.
Required Education and Experience
A bachelor's degree in finance, business, information technology, construction management, or an analytical related field is required. An additional four (4) years of relevant experience may substitute for a bachelor's degree.
Minimum of six (6) years' experience providing professional duties and support in the areas of business, project management, construction management, or similar functions is required. Experience creating, tracking and reporting on budgets, as well as high proficiency in Excel, Word and PowerPoint is also required.
Experience with accounting software, Microsoft D365, project management software and a familiarity with Power BI is preferred.

Knowledge:
Knowledge of how budgeting, forecasting, scheduling processes and procedures work together to create a budget.
Understanding of how to prepare and analyze complex data and comprehensive reports
Good understanding of data visualization and information design concepts
Understanding of project planning and scheduling, and the effect these have on project budgets and forecasts.
Understand types of projects and the accounting treatment for each.
Skills:

Must possess excellent analytical thinking

Ability to communicate with Project Managers and other staff with varying degrees of skill levels from a cost and project controls perspective.
