ECONOMIC DEVELOPMENT MANAGER

SC - PAY GRADE E7

DUTIES AND FEATURES OF THE CLASS:

This professional level position involves planning, organizing, and implementing a comprehensive economic development program to promote the growth and development of Sussex County. The incumbent will focus on the retention, recruitment, and expansion of businesses in Sussex County. This position has considerable interface with officials and decision makers from municipalities, the State of Delaware, and businesses.

EXAMPLES OF WORK:

Plans and directs development programs; coordinates economic development efforts with Economic Development Committee, towns, Chambers of Commerce, businesses and the State of Delaware; develops and markets the County's brand and existing businesses within Sussex County; deals with highly confidential and sensitive issues that require a high degree of discretion and tact; oversees the management of the Excite Sussex Loan Fund; develops and implements strategies to promote County assets such as the airport, the terminal restaurant, industrial park, and libraries; provides referral, planning and research assistance for entrepreneurs; processes documents of a financial and administrative nature; responds to requests concerning state, county and city codes and ordinances, taxes and utility taxes; delivers presentations; develops strategies for promoting economic development of low or moderate income areas; develops and implements strategies for attracting firms to the County; oversees the Sussex County kitchen facility staff and operations; organizes and staffs exhibits at trade shows; represents and promotes agriculture and tourism efforts; works with governmental and private agencies; collects and analyzes data; prepares a variety of reports for county and state agencies as well as private business; serves as liaison for business, government and the public; performs related work as required.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

Comprehensive knowledge of the methods, practices and procedures of economic research; comprehensive knowledge and experience of marketing methods and techniques; comprehensive knowledge of contract, lease, and economic incentive negotiations; thorough knowledge of the geography and economics of the county as well as the corporate structure; ability to obtain and analyze economic data and trends to identify opportunities and challenges for the County economic development; ability to conduct independent research; ability to plan and supervise the work of professional and technical assistants; ability to establish and maintain effective working relationships with government, civic, private organizations and internal staff; effective project management skills.

The ideal candidate should possess considerable economic development skills and capabilities from both the private and public sectors. Exceptional familiarity of the history of Sussex County, its industries and demographics. Strong relationships throughout the County, the State, and the Mid-Atlantic region.

QUALIFICATIONS:

Bachelor's degree in public or business administration, urban or regional planning, political science, or directly related field and three (3) years of professional experience in the field of revenue development, marketing, economic development, or related field that includes supervision or supervisory training, or an equivalent combination of education, training and/or experience; experience working for public sector as well as successful experience with grant writing and management is preferred; proficient in Microsoft Office to include Word, Excel, Outlook and PowerPoint; excellent verbal and written communication skills; excellent organizational, presentation and customer service skills; supervisory experience preferred.

Pay: $83,121.00 - $124,681.00 per year
