We are seeking a Senior IT Analytics Program Manager to join the Health and Human Services Commission (HHSC) Enterprise under the Texas Department of Information Resources (DIR). This role is pivotal in managing and delivering complex IT projects, particularly in data integration and analytics, within the Performance Management & Analytics System (PMAS) team. The position will report directly to the IT Data Analytics Support Director.
As a critical member of the Office of the Chief Data Architect, the successful candidate will oversee project execution, collaborate across departments, and ensure compliance with state, federal, and agency standards.
Key Responsibilities:
Lead resource allocation, work plans, and schedules for PMAS initiatives.
Collaborate with IT and business stakeholders to meet strategic project goals.
Develop project management documents in alignment with DIR Project Delivery Framework.
Manage procurement processes, vendor deliverables, and federal funding documentation.
Establish strategic roadmaps and project timelines while coordinating with stakeholders.
Monitor and manage project risks and implement resolution strategies.
Facilitate Agile methodologies including sprint planning, backlog grooming, and retrospectives.
Required Skills & Qualifications:
8+ years of IT project management experience, including 5+ years in data management solutions (data warehouses, data lakes, analytics, etc.).
Exceptional communication skills (verbal and written) and expertise in project documentation.
Experience in Agile methodologies, team leadership, and budget tracking.
Proficiency in the project management lifecycle (PMLC) and software development lifecycle (SDLC).
Demonstrated ability to resolve complex problems and manage multi-department initiatives.
Preferred Qualifications:
Experience in public health or with Health and Human Services agencies.
Familiarity with access & eligibility programs and managing TSS Sprint Teams.
Expertise in building and managing IT project teams in matrixed environments.
