Job Description:

Deputy Director of Behavioral Health will lead the development and implementation of behavioral health programs designed to improve access to quality health care services for the agency. This role will collaborate with other state agencies, legislative bodies, and stakeholders to drive strategic objectives, analyze policy impact, and oversee staff performance.

Deputy Director of Behavioral Health Responsibilities:
  • Assist in defining goals and objectives for behavioral health programs. Lead the development of policy initiatives to improve access to behavioral health services within the agency's population.
  • Collaborate with state agencies to achieve the organization's strategic behavioral health objectives.
  • Draft and review legislative language, policy proposals, and reports related to behavioral health initiatives.
  • Oversee legislative analyses and studies to assess the impact of behavioral health initiatives, and prepare technical reports, policy recommendations, and strategic planning documents.
  • Manage stakeholder engagement for behavioral health initiatives, including advisory groups, provider associations, state agencies, and legislative bodies. Oversee the development of key program components, such as service delivery proposals, eligibility criteria, and benefit design.
  • Monitor demographic trends and their impact on budgets and behavioral health services.
  • Supervise assigned staff, including making recommendations for hires, assigning work, providing direction and feedback, and monitoring staff performance.
  • Foster a collaborative and supportive work environment by encouraging staff development and overseeing performance evaluations.
  • Respond to sensitive inquiries from the public, providers, and government officials.
  • Assist in long-term strategic health care planning and participate in Executive Staff meetings, training, and policy development.
  • Represent the organization in public forums and deliver presentations on behavioral health policy to professional organizations, community groups, and legislative bodies.

Deputy Director of Behavioral Health Responsibilities:
  • Knowledge of social/behavioral science principles and health care laws and regulations, particularly related to public medical assistance programs.
  • Experience within business, public administration, management science, and past experience navigating agency policies and program management as a manager responsible for employee training, development, and supervisory principles.
  • Experience in health care policy development or management, preferably in public health or similar programs.
  • Knowledge or experience with public budgeting, finance, and health care purchasing/payment practices.
  • Strong analytical and problem-solving skills, with the ability to prepare and oversee comprehensive technical reports and policy proposals. Knowledge of health care statistics, terminology, and planning methods.
  • Strong communication skills, including the ability to handle sensitive inquiries from stakeholders and the public.
  • Ability to assess and monitor quality assurance and corrective action plans.
  • Ability to interpret technical materials, social welfare information, and health care policy.
  • Ability to work collaboratively with various stakeholders, including public officials, providers, and community groups.
