Purpose and Scope

Electrical System Engineering position with eight (8) years’ experience to develop and perform task assignments for facility power distribution systems (up to 13.8 KV) at the Kennedy Space Center. The position will be to oversee: Mission Support planning and coordination; equipment Operations and Maintenance; electrical project planning; facility power system design, and mission test procedure development. The individual will have some oversight, be responsible for assigned Medium Voltage power distribution systems, coordination with the Mission Support Office to support all Launch and Mission related activities, and work with technical craft labor to maintain the overall health of assigned systems. The System Engineer will be required to work directly with other senior and entry level Systems and Design Engineers.

Job Duties and Essential Responsibilities

System Specific:

  1. Knowledge of electrical system protective relaying, Motor Controls, SF6 Gas circuit breakers, Metal Clad/Vacuum switchgear operation and design, Vacuum Fault Interrupters, HV & MV Breakers and high voltage equipment testing, including analyzing test results and equipment condition assessment, Power Transformers, Emergency Generators, Photovoltaic systems, UPS/Battery systems, VFD's, Lightning Protection, Grounding and Bonding, Power system controls to include SCADA systems and power system PLC control Logic, LED and Traditional Lighting design.
  2. Possess working knowledge and design capability of Medium and Low Voltage facility power distribution systems (Transformers, Substation Switchgear, panelboards, wiring, conduits, and end devices).
  3. Perform facility electrical distribution system troubleshooting, design, and development of tasks in specific areas with some review and oversight by more senior engineers. Working with other engineers and shop electricians to promote and abide by engineering processes and industry consensus standards (NFPA, NEMA, NESC, ANSI, NETA, IEC, Etc…) to apply to new or existing power systems.

  1. Adhere to of safety working practices for electrical systems to include NFPA 70E, “Standard for Electrical Safety in the Workplace”, OSHA, NFPA 497, “Recommended Practice for the Classification of Flammable Liquids, Gases, or Vapors and of Hazardous (Classified) Locations for Electrical Installations in Chemical Process Areas”.
  2. Review new and existing relay protection settings and coordination studies, to ensure maximum human and asset safety, as well as regulatory compliance.
  3. Be able to interpret and provide guidance for power system single line and schematic electrical drawings.
  4. Interpret and provide guidance to Arc Flash analysis documents to determine hazard levels for shop personnel.

Maintenance:

  1. Revise and add new asset information in Maximo database for assigned equipment per MAR (Maintenance Action Request) process.
  2. Develop and maintain job plans and PMs for assigned equipment in accordance with operations and industry standard requirements.
  3. Address and justify preventive maintenance deferrals of assigned equipment.
  4. Conduct site visits to investigate system problems, propose solutions and provide recommendations to restore systems.
  5. Propose and develop improvement plans to address systemic problems and improve overall performance of the operating equipment (improvements and/or modifications)
  6. Support shop technicians in troubleshooting & repair of electrical control circuits issues related to assigned equipment as needed. Provide technical expertise for technical anomalies as they arise. Resolve and document failure anomalies regarding assigned equipment.
  7. Prepare Technical Anomaly reports and presentations documenting problems, concerns, and resolutions for assigned equipment to the Engineering Review Board.
  8. Must be available to respond for emergency and relief assignments

Integrated Ops Support:

  1. Coordinate NASA and customer related mission activities to support the other customers/partners launch schedule to include launch site test plan development and coordination with supporting documents, mission support training certifications and Launch Control Center console test support certifications.
  2. Participate in console operation during test and launch operations as needed for assigned systems supporting launch and processing facilities and as necessary for other Spaceport Users test and launch operations if assigned systems/equipment are required to support.

Readiness:

  1. Provide input to and actively participate in applicable System Health and Readiness Program (SHARP) teams.
  2. Develop and present or represent mission related presentations to the NASA and/or other customers/partners as required to present support readiness or failure concerns.
  3. Perform readiness assessments of assigned equipment and systems.

Project Support:

  1. Coordinate and work closely with requester, customers, other engineering, logistics, financial, and program management disciplines to define system specifications and requirements.
  2. Direct interface and liaison with internal and external customers at all levels from concept to final design and commissioning activities, design reviews and technical working group meetings to comply with requirements and specifications.
  3. Support development of technical proposals, statements of work and/or provide comments on the technical content and level of effort of the proposed scope of work.
  4. Develop task order requirements to NASA to complete Operations & Maintenance Documentation (OMD) updates per specific, contracted timeframes. OMD updates could be on drawings or job plans for assigned equipment/systems.
  5. Coordinate and communicate effectively with CAD drafters, Design Engineers, or shop personnel by written or verbal means.

Other:

  1. Be able to interpret and provide guidance for assigned equipment using single line and schematic drawings.
  2. Develop, maintain and produce technical documentation and system/subsystem specifications.
  3. Verify and comply with engineering documentation standards and test procedures.
  4. Conduct site visits, experimental investigations and analyze engineering problems, propose solutions and alternatives, and provide recommendations.
  5. Assess assigned systems and equipment for necessary upgrades to meet new code requirements, or enhance operation
  6. Perform all other position related duties as assigned or requested.



Job Requirements:

Education and Experience Requirements:

  1. Bachelor’s Degree in Electrical Engineering, or related field and 4+ to 8+ years of job-related experience or equivalent.
  2. Must have effective verbal and written communication skills, as well as good presentation skills
  3. Working knowledge of computer systems, integrated software application programs and PLC software control systems.
  4. Ability to support team resolution or design efforts to rapid conclusion.
  5. Capable of using spreadsheets, word processing and standard Microsoft Office software to include Excel, Word, PowerPoint, and Visio.
  6. Knowledge of industry standard computer software for the position (examples include software such as CADD, AutoCAD, MicroStation, AcSELerator, SKM, ETAP, PLC interface software, etc.).
  7. Working Knowledge of PLC control logic diagrams.
  8. Ability to read and interpret multi-discipline Engineering drawings. Working knowledge of industry electrical codes and standards, operation and maintenance of power distribution systems, and interior/exterior lighting.

Preferred Qualifications:

  1. May require some limited travel.
  2. May require the ability to pass and maintain a Security Clearance.

  1. Must be able to obtain and maintain required Government clearances/badges as required by program and position
  2. Must have the ability to communicate in English, both verbal and written in an effective manner.
  3. Must have and maintain a valid driver’s license.

Work Environment, Physical Demands, and Mental Demands:

This position involves work typical of an office environment with no unusual hazards; occasional lifting to 20 pounds; constant sitting with use of computer terminal; constant use of sight abilities while reviewing documents; constant use of speech/hearing abilities for communication; constant mental alertness; must possess planning/organizing skills and must be able to work under deadlines. Field work will consist primarily of site walk downs in support of design projects and system trouble shooting Site hazard training and Personal Protective Equipment are provided.
