CLASSIFICATION: Exempt/Executive
DEFINITION AND PURPOSE:
Performs complex professional and administrative work in assisting the president of the agency to achieve goals and objectives. To oversee, direct and evaluate This Valley Works programs.
ORGANIZATIONAL RELATIONSHIPS:
Supervised by: President of TAP
Supervises: Assistant Directors, Operations Manager, as well as staff that these positions directly supervise.
Coordinates with: 2Generation Project, other TAP program directors, Finance, HR, and Planning Department.
RESPONSIBILITIES:
Supervises leadership team members for all education and workforce development programs to include workforce, re-entry, youth mentoring, youth education and any other programs created.
Works with assistant directors, managers and coordinators to develop goals, objectives and involve stakeholders as applicable.
Plans programs and activities to address gaps in education and workforce development services in the TAP service area.
Instructs and evaluates administrative staff related to planning, operations, fiscal, monitoring, and personnel matters of all programs that are managed by This Valley Works.
Initiates corrective actions as appropriate.
Reviews and/or compiles and initiates timely submission of reports, budget or grant modifications, etc. as required by President, federal and state agencies, municipalities and funding sources.
Facilitates regular staff meetings to address program goals and objectives.
Arranges technical assistance and recommends appropriate actions for management and staff as applicable at This Valley Works.
Facilitates the This Valley Works Board of Commissioners. Supervises the Assistant Director of Rural Programs at TVW to facilitate the Alleghany Board of Commissioners.
Coordinates and collaborates with Virginia Works and the Greater Roanoke Valley Workforce Development Board on shared programs and projects.
Coordinates and collaborates with the regional school system administrations, as well as other youth service providers, on youth education and youth mentoring projects.
Coordinates with regional and federal courts and criminal justice administrations on re-entry projects.
Coordinates with regional Social Service administrations on SVREC and other projects.
Serves on boards and committees to communicate program objectives and participate in activities designed to meet the needs of the population served.
Represents the president at meetings and other arenas as requested.
Performs other duties as assigned and required.
ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES:
Applicant must have thorough knowledge of current, social, economic, legal and health problems related to the low-income community
Thorough knowledge of current trends and factors affecting education and employment issues
Thorough knowledge of the public and private education and employment training needs; must be knowledgeable of local resources and service linkages
Thorough knowledge of non-profit fiscal and programmatic compliance policies and practices (including federal, state, and local government requirements)
Ability to establish, implement, and maintain effective working relationships with other agencies, business and the public
Ability to plan and supervise the work of management level staff
Must demonstrate effective oral and written communication skills
Must have an ability to supervise the preparation of complex statistical and financial reports.
TRAINING, EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to a master's degree in a human service, urban studies or related field; experience in supervision of professional and administrative staff
Experience in developing and implementing education, workforce development or similar programs.

SPECIAL REQUIREMENTS:
Must have reliable transportation and a valid Virginia Operator's license with a good driving record for insurance purposes.
TAP participates in the Virginia DMV Driver Alert Program. Employees who operate a TAP vehicle or their personal vehicle to conduct TAP business may be subject to driver record monitoring through the Virginia DMV Driver Alert Program.
This position is eligible for remote work upon supervisor's approval.
Must be free to travel as necessary.
Must pass drug screening. Some positions require positive complete background screening including criminal, sex offender and child protective services.
This position requires the individual to be in the field and must have contact with the office staff and supervisor therefore an agency issued cell phone is necessary.
Physical activity of this position - reaching, walking, pulling, lifting, use of fingers for - picking, pinching and typing, grasping, feeling, talking, hearing, repetitive motion of the wrists, hands, and/or fingers.
Physical requirements of this position - sedentary work; exerting up to 10 pounds of force occasionally, and/or negligible amount of force frequently or constantly.
Visual acuity of this position - close visual acuity to perform an activity such as preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading.
