JOB SUMMARY

Under the direction of the Mayor of Salt Lake County (as delegated to the Deputy Mayor of Regional Operations) and in coordination with the emergency management contract with Unified Fire Authority (UFA) for county-wide emergency management services (UFA EM Program), this role is responsible for intra-governmental coordination of emergency prevention, preparedness, mitigation, response and recovery for the Salt Lake County Government.

KNOWLEDGE, SKILLS, AND ABILITIES

IMPORTANT INFORMATION REGARDING THIS POSITION

This is an appointed at-will position without tenure and is exempt from the career service system.

Responsibilities

ESSENTIAL FUNCTIONS
  • Leads strategic development and business planning across high priority preparedness projects and initiatives to ensure a unified security approach across the Salt Lake County Government.
  • Develops, administers and evaluates multi-faceted county continuity of operations plans (COOP) for all county agencies and a coordinated county-wide internal plan.
  • Oversees Salt Lake County emergency communication platforms in collaboration with internal and external county communication teams.
  • Manages the Salt Lake County (internal) Emergency Management Division.
  • Supports and coordinates with the Salt Lake County Sheriff's Office in managing safety and security for county government.
  • Consults and advises senior leaders on security planning and strategy, including short-term and long-term security and preparedness planning processes and policies for Salt Lake County government.
  • Develops materials for Salt Lake County Government executives and conducts trainings on same.
  • Oversees the safety and security protocols for employees (and visitors) at the government center, together with implementation of protocols across county facilities.
  • Collaborates with internal and external stakeholders to develop, prepare, and implement safety and security policies and procedures.
  • Coordinates with various departments and divisions of Salt Lake County to develop/create emergency evacuation/relocation/sheltering-in-place plans and guidelines, and continues maintenance, training and implementation of same.
  • Coordinates with various departments and divisions of Salt Lake County to develop/create Continuity of Operations/Continuity of Government (COOP/COG) plans and guidelines, and continues maintenance, training, and implementation of same, including the return to normal operations.
  • Develops and maintains close working relationships with business units in Salt Lake County to ensure cross-department alignment in departmental priorities, resources, and preparedness initiatives including business continuity, internal emergency management, planning, training, exercise, and analysis.
  • Works with Salt Lake County IT and other departments to ensure the InformaCast, and EComms systems are compatible and operational regarding emergency management, emergency communications and related matters, including monitoring weather and any emergencies to be posted in internal comms spaces (e,g. WebEx Teams, IPAWS, and leadership updates via text or phone.
  • Maintains information on various Salt Lake County government communications systems, including, but not limited to, radios, satellite phones, and other notification systems.
  • Prepares and manages the internal County emergency management budget and internal emergency related contracts, as assigned.
  • Supports Salt Lake County executive team in tracking and reporting target KPIs and metrics (including outcomes and indicators).
  • Works with the UFA EM Program in processes involving emergency prevention, preparedness, mitigation, response, and recovery.
  • In coordination with the UFA EM Program, reviews and makes recommendations with respect to Salt Lake County codes and policies regarding emergency management and related areas.
  • In coordination with UFA EM Program, plans and participates in any internal Emergency Management related committee, workgroup or communications team.
  • Coordinates with UFA EM Program, in developing mutual aid agreements with appropriate agencies for reciprocal emergency management aid and assistance consistent with the State Emergency Plan.
  • In coordination with the UFA EM Program, organizes ongoing education and training of the Salt Lake County Policy Group, and assists the Policy Group in the management of disaster response in an Emergency Coordination Center environment.
  • In coordination with the UFA EM Program, assists with other functional areas to ensure cross-functional integration amongst key areas: Emergency Management, Public Safety, Homeland Security, Intelligence and Information Sharing, and External Partners.

Qualifications

RECOMMENDED QUALIFICATIONS

Bachelor's degree in Emergency Management, Business Administration, Public Administration, Regional/Urban/Community Planning, Public Safety Program Planning, Public Health, or other related fields, plus four (4) years of related experience; OR an equivalent combination of related education and experience.

Successful completion of FEMA independent study and National Incident Management (NIMS) courses FEMA 100, 200, 700 and 800 and ICS-300 and ICS-400, OR ability to complete this requirement within one (1) year of employment.

A valid Driver's License accepted by the State of Utah is required at the time of hire. A valid Driver's License issued by the State of Utah must be obtained within six (6) months of hire to operate a county vehicle.
