Description of Position: Serves as the United States Space Command (USSPACECOM) /J39 Special Access Program (SAP) Analyst and subject matter expert (SME) on issues related to sensitive and classified support to missions assigned or inbound to the Commander, USSPACECOM by the Unified Command Plan.

Position Duties/Responsibilities:
  • Leads development and maintenance of USSPACECOM Special Activities functions to provide compartmented, highly sensitive, expert technical, senior- action-officer-level support to all USSPACECOM Unified Command Plan (UCP) mission areas.
  • Coordinates with National Agencies, Joint Staff, OSD, and military services to provide sensitive, innovative, and often clandestine effects-based solutions to USSPACECOM and other Combatant Commanders' mission requirements, and Special Activities issues on behalf of the CDRUSSPACECOM.
  • Provides strategic and operational-level guidance and advocacy for SAP and Special Access Required (SAR) efforts as they relate to USSPACECOM UCP missions.
  • Transitions emerging technologies that are highly-classified and compartmented into plans and operations.
  • Develops, writes, and briefs orders for the planning and execution of SAP capabilities.
  • Advises CDR USSPACECOM, senior staff, and commanders on numerous compartmented technically challenging or state-of-the-art SAP/SAR matters and other Special Activities support.
  • As technical expert attends meetings, conferences, briefings, and seminars related to program planning, advanced technologies, and support system concepts.

Key Skills & Abilities:
  • In-depth knowledge of DoD, JCS, and unified command policies, functions and operations to interpret, evaluate and disseminate plans, policy and procedures for national level, Combatant Command and Service programs.
  • Mastery of IJSTO and Special Activities technology, planning, development, and execution sufficient to coordinate and integrate functions supporting USSPACECOM interests and missions.
  • Comprehensive knowledge of USSPACECOM missions and forces, including supported and supporting command relationships of apportioned and assigned forces.
  • Ability to analyze and assess system or portion of a major system's acquisition; to analyze data to determine the validity of operations objectives and to identify support requirement deficiencies; and to establish relationships between the participants involved I program development. Should be able to evaluate the requirements in the areas of money, manpower, material, facilities, and services needed to support the program.
  • Oral and writing communications skills; ability to negotiate complex issues; and ability of maintain good working relations with diverse groups and executive-level management throughout the agency.

Qualification Requirements:
  • At least 3 years of experience at the next lower broadband/grade level (or equivalent) in performing 4-5 major duties of position.
  • Bachelor's degree is desirable. Higher level degree such as Master's or Ph.D. preferred.
  • Certifications: Joint or Service STO Planner's Course or equivalent preferred.
  • Joint and Service SAP/STO experience is critical to the successful completion of the work.

  • Occasional travel away from the regular duty location may be required.
