CobbFendley is seeking an experienced Project Engineer, EIT in ourHouston, Texas office.





The successful candidates most important qualifications include:



Required:


  • Generic

  • Bachelor’s degree in engineering from a program accredited by the Engineering Accreditation Commission of the Accreditation Board for Engineering Technology (EAC/ABET)required.

  • Broadband/Utility Design

  • A base knowledge of wireline communication network facilities in the outside plant (equipment and material). Candidate should be familiar with conduit, cable, handholes/manholes, splice cases, slack loops, equipment cabinets, aerial attachments, and other relative physical components of the network.

  • A base knowledge of wireless communication network facilities in the outside plant (equipment and structures). Candidate should be familiar with small cell nodes, macro towers, and DAS sites, as well as, the transport and power facilities to these wireless structures.

  • Experience in utility design (preferably broadband/telecom). Candidate should be comfortable with receiving demarc and demand points from the client, walking the project site/route with clients, performing route analysis, high-level design, jurisdictional permitting review, develop and adhere to jurisdiction and client design requirements, prepare exhibits, coordinate with an internal CAD team for detailed design, QAQC of permit and construction drawings, interpret contactor redlines and QAQC as-built drawings.

  • Strong coordination skills within utility design support groups. Candidate should be familiar with support services related to design, including but not limited to

    • Survey (1A, ROW, Boundary)

    • Subsurface Utility Engineering (Quality Levels – Testholes, Surveyed Appurtenances, Horizontal Locates, Records)

    • GIS/Project Controls (Project Management Tools, Online GIS Mapping for HLD/Planning/Coordination, Surface and Existing Utility Files for design, Asset Mapping and Management Tools)

    • ROW (Easement Research and Acquisition)

    • Broadband Field Services (Pole Inventory, Make Ready Engineering, Pole Loading Analyses, Field Audits)



  • Utility Coordination for Civil/Site/Transportation Projects

  • Ability to review and understand civic project plans in varying formats (federal, state, local, and developer entity projects)

    • Fully understanding the scope of the civic project and recognizing which plan sections (roadway/pavement, drainage, public utilities, bridge structures, etc.) can introduce conflicts with existing utility.



  • Ability to review and understand utility as-built records, identify and clarify discrepancies, and project utility horizontal and vertical locations onto civic project plans.

    • Referencing profiles and cross sections, as needed, to demonstrate clearance of potential conflicts and detail on proposed relocation depths/offsets.



  • Adept in working with PDF Software (Bluebeam preferably) to develop exhibits to include record overlays, conflict identification and analysis, proposed conceptual relocation designs.

    • Neatness and efficiencies in document markups, maintaining consistency across projects, and demonstrating engineering due diligence in ensuring alignment and scaling between records and project plans.



  • Diligence in coordination efforts between utility owner, project owner and utility coordinators. Exercise interpersonal tact in managing expectations, de-escalating situations, knowing when to escalate internally, and overall being responsive and owning the coordination of utility conflict investigation and relocation efforts

Preferred:


  • Minimum 3 years of experience in Broadband/Utility Design, Utility Coordination projects

  • Obtain E.I.T. certificate within six months and plans to pursue Professional Licensure

  • Proficient knowledge and experience with office software to include dynamic tracking spreadsheets and PDF annotation software (programs or web-based)

  • Familiarity with design and analysis software, such as Autodesk AutoCAD Civil 3D, Bentley MicroStation, and GIS



ESSENTIAL FUNCTIONS:



  • Apply technical expertise and be able to work with a project team on conventional and unconventional projects

  • Perform independent research and adapt to changing priorities

  • Work in a collaborative team environment and perform self QA/QC of work

  • Adhere to CobbFendley’s safety standards to uphold a safe and efficient environment

  • Learn and maintain knowledge of client standards, rules, and requirements for planning, construction, and documentation

  • Learn and understand equipment and material components of broadband networks, to include both OSP, ISP and Wireless

  • Support CobbFendley Project Managers and Engineers with engineering design or coordination tasks for various projects

  • Assist in preparing cost estimates

  • Assist in developing/maintaining internal and external project schedules and deliverables

  • Assist in maintaining client exhibits (KMZ & GIS) which define project scope of work

  • Attend field visits, walks, and surveys for pre, during, and post construction of broadband network construction (power, fiber, small-cell node placements, auditing, etc.)

  • Assist in reviewing design, permit drawings & GIS geodatabase deliverables (QA/QC)

  • Assist Data Utilization and GIS technicians with locating and processing data for broadband needs and gap analyses

  • Assist in responding to design questions from CAD Technicians

  • Assist in responding to requests from clients

  • Assist in the preparation of contracts, fee proposals, scopes of work, and invoices

  • Organize and attend meetings with individual utility companies/owners and conduct on-site field visits

  • Set up and maintain electronic files for received utility records

  • Assist in interpreting various Subsurface Utility Engineering quality level data to analyze utility conflicts and develop concept plan

  • Work with major utility companies, various pipeline companies, as well as state agencies and municipalities.

  • Prepare utility progress reports, utility relocation schedules and track project deliverables, to include requesting/analyze as-builts from utility owners

ENVIRONMENTAL FACTORS




  • Work Environment.Most work is performed in a professional office environment. Some trips to client offices and outdoor environments for observations will be required.


  • Office Conditions.Includes extensive use of electronic devices such as computers, printers, copiers, scanners, plotters, and telephones. Additionally, tasks may involve the use of cutting tools and equipment like rotary paper cutters and plotting devices.


  • Outdoor Conditions. Includes walking and climbing on uneven surfaces, exposure to extreme weather conditions (heat and freezing temperatures), noise, and exposure to allergens (e.g., pollen, dust, cedar, sumac, poison ivy).


  • Safety and Equipment Use. Regular use of personal protective equipment (PPE) is required, along with handling electric power tools, cutting tools, plotting equipment, rotary paper cutter, and other equipment.


  • Driving and Vehicle Use. May involve driving large pick-up trucks with attached trailers, potentially operating watercraft, and for extended periods of time.


  • Noise and Allergens. Potential exposure to high noise levels and various allergens, including poison ivy, sumac, dust, pollen, and cedar.


  • Wildlife Hazards. Potential exposure to wildlife hazards such as animals, insects, and plants.




EXPECTED HOURS OF WORK

This is a full-time position. Days and hours of work are Monday through Friday, 7:30 AM to 4:30 PM CST/local time zone.


This position may include the need for overtime hours.
