Overview

Sev1Tech is looking for a Communications Specialist for the Naval Supply Systems Command (NAVSUP) Ordnance Information System (OIS) project. The OIS mission is to provide technical expertise on a mission-critical program whose purpose is to develop, modernize, enhance, operate, and maintain services for OIS mission critical IT systems. The ideal candidate will possess strong interview and facilitation skills to engage leadership and subject matter experts (SMEs) and gather accurate information. This role requires a proactive individual who can effectively communicate complex information in a clear and concise manner.

Customer is based in Mechanicsburg, PA, and Yorktown, VA, so working hours are EST. This position is remote but visits to customer site(s) will be required for Program Increment Planning at least twice per year. Additional travel may be required.

OIS has taken great strides in the recent years to modernize the development environment (move to AWS GovCloud) and transform from a Waterfall to Agile/Scrum software development lifecycle. In this role, you will be embedded in the OIS Program Management Office (PMO) and leadership teams to fully understand and help tell our story to the Navy’s higher echelons to ensure they understand the OIS vision, mission, methods, and results.

Primary Responsibilities:

Your primary responsibilities include:

  • Serve as a technical authority, subject matter expert, and point of contact for internal and external communications issues.
  • Prepare briefings and white papers that convey project status and vision to major Navy stakeholders all the way up to DON CIO. Briefings shall be accurate, complete, easily understood, and relevant for the intended audience.
  • Conduct interviews with leadership and SMEs to gather detailed and accurate information.
  • Facilitate discussions and meetings to extract key insights and information.
  • Coordinate closely with OIS PMO leadership and technical subject-matter-experts to ensure communication materials convey accurate and timely content.
  • Support OIS PMO engagements with both internal and external audiences, including those at top-levels of Government.
  • Conduct near- and long-term strategic planning and strategic communications with organizational leaders and other stakeholders.
  • Plan, direct, and execute strategic communication campaigns that are based on a clear understanding of the targeted audience and convey organizational direction and guidance.
  • Plan, develop, and execute organizational, program-specific Strategic Communication Plans based on OIS PMO Leadership guidance, and brief plans to OIS PMO Leadership. Update the plans when requested by the OIS PMO.
  • Monitor OIS team communication needs and provide recommended strategies and messages to meet those needs to assist in on-going tactical improvements to the internal team communications program and refinement of integrated communication plans. Assist the OIS PMO and EAT in the development, production, and continual enhancement of internal communication.
  • Attend and actively participate in internal meetings such as daily/weekly PMO and team meetings, monthly all-hands and quarterly team off-sites, program management reviews, quarterly reviews, and other OIS PMO meetings.
  • Working with OIS SMEs and Leadership, write and edit technical papers, fact sheets, technical summaries, meeting minutes, action items, and other relative documentation that describes detailed organization and technical activities. This support shall provide the organization’s stakeholders and audiences with an increased awareness and understanding of the progress of the organization’s programs and projects.
  • In coordination with OIS leadership, provide special event coordination to organize team conferences, meetings, workshops, technical interchange meetings, and other on-site and off-site events. Support and coordinate all event logistical requirements.
  • Other duties as necessary


Responsibilities

  • Must have DOD Secret level clearance to start; U.S. Citizen required only for Federal Clearance Requirement
  • BA/BS and 6+ years of prior relevant experience (Bachelor's degree in Communications, Journalism, Marketing, or a related field highly preferred)
  • Proven experience as a Communications Specialist, preferably in Navy (or other DoD) and technology-focused environment.
  • Exceptional interview and facilitation skills with the ability to engage leadership and SMEs.
  • Solid understanding of Agile/Scrum and Scaled Agile Framework (SAFe) software development lifecycle methodologies
  • Advanced Microsoft Office 365, specifically PowerPoint and graphics creation skills (portfolio will be requested during interview process)
  • Excellent written and verbal communication skills, with the ability to effectively translate complex technical information into clear, concise, and user-friendly documentation.
  • Strong attention to detail, with the ability to consistently deliver high-quality documentation on time.
  • Strong collaboration and interpersonal skills, with the ability to work effectively in a team-oriented, customer-focused environment.
  • Must be a self-starter, strong leader, and have the ability to work independently with little supervision.


Qualifications



  • Proficiency in documenting complex technical concepts and procedures for a diverse audience, including both technical and non-technical stakeholders.
  • Solid understanding of DevSecOps principles, practices, and tools, including CI/CD pipelines, automation, and cloud technologies.
  • Familiarity with documentation tools and technologies, such as Confluence, Markdown, GitLab, and version control systems.
  • Ability to work in a fast-paced, agile environment, managing multiple projects and priorities simultaneously.
  • Experience supporting Navy projects
