ThePSM Utilities Supervisor is responsible for the plant utilities and for the overall operation and reliability of the plant utility system. This position also ensures the plant follows and maintains the Corporate PSM Program requirements and ensures compliance with all Federal, State and Local ammonia refrigeration, boiler, and burner requirements. This position will also assist in leading Sustainability and RC (resource conservation) efforts at this plant.
Hours: M-F Business hours; this role may require off shift hours, weekend and holidays as needed.
Responsibilities:
Manages, directs and mentors the utilities maintenance staff on the service, repair and preventative maintenance of the plant utility systems (ammonia refrigeration systems, water towers, chillers, boilers, air compressors, HVAC, electrical equipment and wastewater treatment systems) to prevent interruptions of daily plant operations.
Ensure utility systems operate at optimal performance, respond to utility system concerns, support Preventative Maintenance (PM) and Critical Maintenance (CM) schedules, job plans and assist utility mechanics as needed.
Ensures utilities maintenance staff is adequately trained on operational procedures related to the utility systems.
Ensures appropriate actions and recommendations are completed to assure a safe working environment. Perform safety checks and regularly scheduled preventative maintenance, diagnostics and troubleshooting procedures on the utility systems.
Reports on utility system operational progress and building concerns, work-loads, schedules and/or interruptions to the schedule. Responsible for the daily/weekly/monthly and yearly utility checks. Oversee the development of utility system SOP's.
Provides leadership and direction in the development of short and long-range maintenance plans. Develop capital plans and manage plant projects related to the utilities systems.
Reviews operating and maintenance procedures on all utility systems for compliance with environmental, health and safety programs/policies such as lock-out/tag-out, confined space entry, emergency response (including HAZWOPER), hot work program, arc flash, fall protection, and other pertinent EHS programs.
Implement and maintain the Corporate Ammonia PSM Program. Reviews and ensures updates to existing PSM and RMP programs on a continuous basis.
Interface with Operations, Maintenance, Engineering, HR, EHS staff to ensure that ammonia hazards are identified, risk is appropriately managed and the required 14 elements of the PSM regulation are in compliance with applicable regulations.
Directs reporting and regulatory compliance for EPA's Risk Management Plan (RMP).
Participates in PSM/RMP Compliance Audits, Process Hazard Analysis and Mechanical Integrity Inspections and leads all plant level follow-up activities.
Manages the Ammonia Emergency Action Plan and ensures all employees are trained in the event there is an ammonia related emergency.
Provides reports to Corporate's regular update meetings and participates in Corporate PSM training events.
Ensure appropriate PSM/RMP documentation and procedures (i.e. MOC, Line Break, PHA, PSSR) are followed on all ammonia projects.
Facilitate PSM meetings, develop and ensure appropriate training for Operators, Contractors and production employees.
Manage outside contractors to ensure all utilities systems and projects are running efficiently.
Leads plant RC (resource conservation) efforts as it relates to managing the plant utility systems.
Work with the Corporate EHS and the Plant Management Team to develop the Resource Conservation implementation plan that reflects the Company's Sustainability Vision and leads to culture where resource conservation is a way of life.
Develop a plan to gain Plant Management and employee support and employee engagement in resource conservation activates.
Work with the Plant Management Team to ensure resource conservation projects are adequately funded.
Work with Plant and Corporate Engineering to integrate resource conservation measures into all capital projects.
Preferred Experience/Knowledge:
Associate's degree and 3+ years related experience in PSM/Ammonia refrigeration. In lieu of degree, 7+ years related experience in PSM/Ammonia refrigeration.
Working and technical knowledge of refrigeration and maintenance systems, equipment installation/startups and plant utility equipment is required along with experience working with vendors and contractors.
Ability to utilize or learn AutoCAD to keep P&IDs up to date and manage change if needed.
Current RETA Certified Industrial Refrigeration Operator (CIRO) certification or ability to obtain RETA CIRO certification, or similar training is preferred.
Detailed knowledge of ammonia refrigeration systems, the 14 PSM elements, process hazard analysis, process safety management (including regulations, consequence analysis, emergency relief and ventilation systems, and all other process safety related US regulations) is required.
Detailed knowledge of: Large scale boiler/steam systems, HVAC systems, wastewater systems, potable and non-potable water systems, air compressors and compressed air systems, and electrical/control systems.
Competencies Skills Required:
Experience with implementing Process Safety Management Plans, Risk Management Plans and General Duty Clause for ammonia.
Experience working with vendors and contractors on design, installation, and repair of Utility related systems.
Experience creating and managing utility capital projects.
Ability to collaborate with others, be detailed oriented and have exceptional organizations skills.
Knowledge of OSHA's Process Safety Management regulations, EPA's Risk Management Plan regulations, General Duty Clause regulations, emergency planning and understanding of industry engineering practices for PSM required processes.
Proficiency in standard business software (Word, Excel, Outlook, PowerPoint).
Salary Range: $79,200 - $118,800
