Job Description:

Safety Management Systems (SMS) Manager

GENERAL DESCRIPTION

Under the general direction of the Airfield Operations and Compliance Senior Manager, this position is responsible for conducting regulatory inspections of both Movement and Non-movement areas, ensuring compliance with safety regulations under Title 14 of the Code of Federal Regulations Part 139. This role involves monitoring hazard reporting systems, updating safety manuals and local rules, and leading safety meetings and training initiatives to promote a culture of safety. The SMS Manager orchestrates safety promotion events, facilitates risk management assessments, and investigates the root causes of incidents and accidents to enhance operational safety. Additionally, the SMS Manager oversees the performance of the SMS program, ensuring adherence to all federal, state, and local regulations while directly supervising SMS Supervisors.

ESSENTIAL FUNCTIONS

(ALL SUPERVISOR JOBS SHOULD HAVE THE FOLLOWING BULLETS – first three bullets of functions)

·         Responsible for their subordinate employee’s welfare and care, individual training in the conduct of their duties and mentoring.

·         Reviews subordinates work performance, conducts open and honest performance check-ins, appraisals, initiates corrective action or discipline as necessary.

·         Ensures subordinates meet authority standards in personal appearance, maintains and accounts for equipment as instructed.


  • Ensure compliance with 14 CFR Part 139, specifically Subpart E – Airport Safety Management System, as well as 49 CFR Part 1542 regulations.

  • Directly supervise the Safety Management Systems (SMS) Team, including performance management and mentorship.

  • Conduct regulatory inspections of Movement and Non-movement areas to ensure adherence to FAA regulations and HCAA rules.

  • Monitor hazard reporting avenues and investigate root causes of incidents and accidents to enhance airport safety.

  • Organize and lead safety meetings, training sessions, and safety promotion events to foster a proactive safety culture.

  • Review and update airport safety policies, manuals, and procedures regularly to maintain compliance and effectiveness.

  • Coordinate SMS-related projects and communicate findings through comprehensive oral and written reports.

  • Conduct site visits across airport facilities to address safety incidents, inquiries, and anonymous tips.

  • Issue safety citations when violations of safety rules occur to ensure enforcement and compliance.

  • Maintain accurate records for safety incidents, compliance, and the performance of the SMS program.

  • Collaborate with internal and external stakeholders to address safety-related matters and improve the SMS program.

  • Analyze safety data to identify trends and patterns, producing management reports to track key performance indicators (KPIs).

  • Participate in industry forums and events to represent the airport and stay updated on safety trends and regulatory changes.

  • Develop and implement training programs for employees to enhance safety education and compliance.

  • Perform other duties as assigned to support the overall safety management objectives of the airport.

  • Works in coordination with Enterprise Risk Management on the overall Authority Safety Plan.

  • Regular and reliable attendance is required as an essential function of the position.

REQUIRED FOR ALL HCAA JOBS


  • In the event of an emergency or disaster that impacts the Hillsborough County Aviation Authority (HCAA), an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department or the HCAA Emergency Operations Center (EOC). Such assignments may be before, during, or after the emergency/disaster.

  • Complies with all HCAA Policies, Procedures, and Standards.

  • Performs other duties as assigned.



QUALIFICATIONS (EDUCATION, EXPERIENCE, LICENSES & CERTIFICATIONS)

·       Bachelor’s degree in aviation safety or aviation management or other related field or equally relevant experience in a directly related profession. Master’s degree preferred.

·        Three (3) years of experience at a Part 139 commercial airport (small, medium, or large hub airport as listed in the Federal Aviation Administration guide or a minimum) or (5) years of commercial airport safety experience in a small, medium, or large hub airport.

·        Two (2) years supervisory experience.

·         Or equivalent combination of education, training, and experience that would reasonably be expected to provide the job-related competencies noted below.

·         AAAE C.M. and/or ACE Operations credential.

·         Must possess a valid, current Florida Class D Driver License at the level required for the position when operating an Authority vehicle or driving on behalf of the Authority.



PREFERRED QUALIFICATIONS

·         AAAE SMS credentials.



KNOWLEDGE, SKILLS, AND ABILITIES


  • Knowledge of federal, state, and local regulations related to airport safety, specifically 14 CFR Part 139 and 49 CFR Part 1542.

  • Knowledge of Safety Management Systems (SMS) principles and best practices within the aviation industry.

  • Knowledge of hazard reporting mechanisms and safety incident investigation processes.

  • Skill in conducting regulatory inspections and audits of airfield operations to ensure compliance with safety regulations.

  • Skill in developing and delivering effective training programs on safety policies and procedures for airport personnel.

  • Ability to lead and manage teams effectively, providing guidance and mentorship to SMS Supervisors and staff.

  • Ability to analyze safety data, identify trends, and produce detailed reports for management review.

  • Ability to work independently, manage multiple tasks simultaneously, and prioritize responsibilities effectively.

  • Skill in utilizing technology and software applications, including the Microsoft Office Suite, for documentation and presentations.

  • Ability to react calmly and effectively in emergency situations, applying critical thinking to assess and address incidents.

  • Knowledge of risk management principles and practices, particularly in the context of aviation safety.

  • Skill in coordinating safety projects and initiatives, ensuring effective implementation and follow-up.

  • Ability to stay informed of industry trends and innovations related to airport and aviation safety practices.

  • Ability to communicate effectively orally and in writing.  


  • Ability to establish and maintain effective working relationships with others within and outside the Authority.  


  • Ability to handle restricted, sensitive, and confidential information.  


  • Ability to provide outstanding customer service, serve the public, and represent the Authority with courtesy and professionalism.
