POSITION SUMMARY: The Program Manager (PM) provides direct supervision for Guest Support Specialists (GSS), Volunteer Supervisors (VS) and the Case Management Team (CM) and is responsible for managing the shelter and day service operations. This role is key to program development, training development and facilitation, and administrative duties in collaboration with, and at the direction of, the Director of Shelter and Programs and Executive Director. Program Managers are responsible for collaboratively overseeing ROOTS operations and ensuring smooth service delivery in all facets of the program in accordance with agency policies and procedures, contract requirements and applicable laws and regulations. RESPONSIBILITIES: Supervision: On-site supervision of staff during hours of operation. Ensure staff build rapport with shelter guests and provide behavioral and emotional support. Ensure case management team is maintaining minimum caseload and meeting contractual requirements. Ensure appropriate and consistent communication and collaboration with shelter and case management teams on guest needs. Provide regular and documented 1:1 supervision to assigned GSS, VS, and CM team memebers. Set thoughtful, applicable, and attainable goals with each staff as part of supervision. Ensure staff complete all required training and submit and maintain necessary certifications and documentation. Coordinate with Administrative and HR Director and VS team to ensure volunteers provide proof of completed COVID 19 vaccination, background check, and online volunteer orientation training. Provide supervision and support to college-level interns and practicum students as assigned. Coordinate with Admin. Director to ensure volunteers complete ROPES of youth Homelessness, Conflict Response, and Anti Oppression Training within 3 months of volunteering. Ensure timely communication from the Volunteer Supervisors to the Administrative and HR Director of individual volunteer attendance, concerns, updates, or feedback. Leadership: Adhere to ROOTS Policies and Procedures and promote ROOTS organizational values. Enforce ROOTS shelter rules, policies, and procedures consistently and equitably. Build, maintain, and lead a high functioning cohesive team. This includes hiring, onboarding, scheduling, evaluations (90-day and annual reviews), coaching, supervision, discipline, professional development and team building. In collaboration with the Director of Shelter and Programs facilitate guest feedback and guest advisory board meetings. Proactively communicate and problem-solve with Director of Shelter and Programs during PM meetings. Respond to emergencies with the appropriate level of support and/or de-escalation. Lead volunteer and staff teams debriefs of incidents. Comply with and ensure full team compliance with the ROOTS, contractual, and legal reequipments of mandated reporting requirements to report suspected abuse, neglect, or sexual exploitation of minors within the required timeframe. Provide coverage and support for the ROOTS team in case of emergency or minimum staffing levels cannot be met to ensure shelter operations. Participate in the scheduled On-Call leadership rotation. Other duties as assigned by the Director of Shelter and Programs and Executive Director.Organization: Develop and support the creation and implementing ROOTS Safety Plans and Support and Accountability Plans Ensure ROOTS meets contractual and programmatic required outcomes. Enter shelter data into the Homeless Management Information System (HMIS) and ensure Case Manager HMIS and internal agency data (case notes, service planning, etc.) is accurate and timely. Oversee the timely completion of all documentation and accuracy of internal guest data such as Daily Guest Summaries, Daily Shelter Reports, and Real Nightly Notes. Encourage and support team growth and development through learning, training, and educational opportunities for staff. Respond to inquiries by phone and email while maintaining confidential information. Maintain program inventory, building cleanliness and organization of the shelter with staff and volunteers. Use of Microsoft 365 software, like Outlook, Word, SharePoint, Teams, and OneNote AUTHORITY: PMs have the responsibility and authority to make operational decisions needed during shelter hours. Incidents that drastically change shelter operations should be consulted with the Director of Shelter and Programs or Executive Director. Though PMs have the obligation to make these decisions, these decisions should be made collaboratively and with the input of other shelter staff onsite at the time. Demonstrated ability to manage conflict through a trauma-informed lens. Communicate proactively and respectfully with fellow PMs, CMs, GSSs, VSs, volunteers, Leadership Team, and organizational partners. REQUIREMENTS Provide proof of completed COVID-19 vaccination as defined by the CDC. Complete and submit application and criminal background check. Complete required 3+ overnight training shifts (may be waived if applicant is a current ROOTS employee and has completed 3 overnight shifts prior). Complete online ROPES of youth Homelessness, Conflict Response, Anti Oppression Training, and Online ROOTS foundational trainings within assigned timelines. Provide proof of active CPR certification and food handlers permit within 60 days of hire. Watch Narcan Training and attend De-Escalation training w/in the first 6 months of hire. Complete Homeless Management Information System (HMIS) training. Take additional required training as assigned by the Director of Shelter and Programs. QUALIFICATIONS At least 1 year of experience in a supervisor role or comparable experience. Solid understanding of issues related to systemic racism, poverty, and homelessness. Demonstrated ability to work effectively in an anti-racist, harm-reduction, equity-oriented service organization. Ability to accurately maintain and produce agency documents, records, logs, reports, and data. Ability to maintain professional boundaries with clients and staff while building trust and respect. Ability to respond to an escalated or aggressive person in ways that deescalate, establish and maintain staff and guest safety. Exceptional interpersonal skills with the ability to build rapport with a diverse group of individuals, including those experiencing mental health and substance use conditions Strong self-starting skills that reflect ability to perform and prioritize multiple tasks under pressure of shifting priorities and deadlines with limited onsite supervision.
