The City of Fredericksburg is seeking a dynamic and dedicated Senior Procurement Officer to join our vibrant Finance Department! In this pivotal role, you will take charge of coordinating the procurement of goods and services that are vital for the smooth operation of our city. Key Responsibilities:
Oversee the entire procurement process, including vendor solicitation and contract development.
Develop and issue formal invitations to bid and requests for proposals.
Ensure compliance with local policies and the Virginia Public Procurement Act.
Collaborate with various departments to identify procurement needs.
Maintain positive relationships with vendors and stakeholders.
Monitor and evaluate the performance of contracted services.
Qualifications:
Familiarity with state or local government purchasing in Virginia is required.
Experience with procurement using federal grant funds is a plus.
At least two years of experience in a similar role within a Virginia local or regional government setting is preferred.
Strong writing and reading comprehension skills are essential.
Ability to exercise independent judgment and work collaboratively with others.
Virginia Contracting Associate Officer (VCA) or Equivalent.
Preferred Certifications:
Virginia Contracting Associate Officer certification or higher from the Virginia Institute of Procurement.
Certification as a Certified Professional Public Buyer.
Virginia Contracting Officer (VCO)
Additional Skills:
Experience with the Commonwealth of Virginia's eVA procurement portal.
Knowledge of the Tyler Munis municipal finance software package is advantageous.
