SARA is looking for an exceptionally talented, motivated, and experienced Government Property Administrator to support internal government property and export control activities in our Colorado Springs, CO location. The candidate will have the opportunity to grow and learn with talented engineers, physicists, and technicians on long-standing programs and new programs supporting our customers.
The Government Property Administrator will be responsible for formulating and executing business strategies to ensure government, customer, and SARA-owned property is managed effectively and in compliance with contracts, regulations, and sound business practices. This position will manage, develop, or carry out property activities in accordance with all company guidelines and applicable federal, state, and local regulations, as well as SARA’s Export Management and Compliance Program (EMCP).
Core Responsibilities:
Administering and maintaining the Property Management System for SARA
Supporting property lifecycles from acquisition through receiving, tagging, utilization, maintenance, inventory, relief of stewardship, reporting, and contract closeout
Serving as the Government Property Administrator on multiple contracts performing and supporting property audits, analysis, and system transactions by creating, reviewing, approving, and correcting property records, reports, and systems
Reviewing, collecting, and preparing analysis of property data for program and contract compliance
Identifying Government Furnished Property (GFP) and Contractor Acquired Property (CAP) by screening incoming and outgoing shipments
Coordination of GRP and CAP, maintaining identification, labeling, sorting, tracking, issuance and returns according to contract requirements
Coordination of contract specific GFP assets while maintaining tracking from GFP holding to multiple issuance areas
Performing property investigations, inquiries, and audits into specific government property control areas
Conducting routine inventories and disposition of property
Frequent interfacing with internal and external customers and suppliers on property issues, processes, and systems
Delivering system improvements, training, and communications for other SARA employees and customers
Researching and applying knowledge of government property regulations, particularly Federal Acquisition Regulations (FAR)
Coordination with the Program Managers to guide and assist the program team on government property matters, and ensuring the programs are always executing to contract requirements, including identifying compliance and flow down requirements from prime contracts and deviations from standard procedures/manual
Maintaining SARA’s government property tracking system (A2B Government Property Solution System)
Supporting SARA’s EMCP
Conducting investigations and inquiries into government property management issues (i.e., Loss/Damage/Destruction of government property)
Performs other duties and projects as assigned
Requirements:
Bachelor’s Degree in business, logistics, supply chain management or related field, or equivalent combination of education and experience
4-6 years’ logistics or property management experience ideally in a Government contractor environment
In-depth knowledge and understanding of Federal Acquisition Regulation (FAR) Part 45.5 and applicable Agency Supplements (i.e., 4161.2M DoD Manual for the Performance of Contract Property Administration)
Basic understanding of the Department of Defense (DoD) and other federal agencies defense contractor business practices
Basic knowledge of contract types, terms, and legal requirements
Familiarity and experience with property outcomes
Experience within a heavily regulated industry that brings new emerging technology products to market
Ability to effectively maintain agility in meeting deadlines and adjusting work expectations to meet evolving business requirements
Ability to communicate both verbally and in writing for effective interaction with all staff, management, customers, and outside vendors
Self-starter and fast learner with ability to work independently to accomplish objectives with superior attention to detail
Strong understanding of procurement and other supply chain activities
Proven capability in the development of effective written procedures
Capacity to understand opposing viewpoints on highly complex issues in order to negotiate and integrate appropriate solutions
Ability to multi-task and meet critical deadlines while maintaining accuracy and quality
Aptitude for organization, prioritization, and allocation of workload for optimum efficiency
Proficient in Microsoft Office applications, including Word, Excel, and PowerPoint
US Citizen with the ability to obtain and maintain DoD Top Secret security clearance
May require moderate physical effort, involving standing, sitting and use of hands while performing duties, carrying, or lifting up to 50 pounds
Working environment is indoor, can be moderately loud, reasonably clean, well-lighted and well-ventilated, moderate physical hazards may exist
Preferred Qualifications:
8-10 years’ logistics or property management experience ideally in a Government contractor environment
NPMA Property Certification
Prior experience with A2B Government Property Solution System
Experience with Deltek CostPoint and Unanet systems
Familiarization with U.S. Department of State Directorate of Defense Trade Controls (DDTC) and Defense Export Control and Compliance System (DECCS)

Pay Range
Salary at SARA is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $85,000 to $105,000 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of SARA’s total compensation package for employees. Positions are on-site, unless indicated otherwise.
