Position Overview

ANSER is seeking a Nuclear Analyst Task Lead to provide support to the Office of the Deputy Assistant Secretary of Defense for Nuclear Matters (ODASD(NM)). In this role you will lead a team of analysts providing support to DoD policy development, policy oversight, and CONOP development in the areas of Nuclear Forensics, Energy, and Survivability (NFES) as part of the OASD((NM)) NFES Directorate.

Day-to-Day responsibilities

  • Review and update DoD policy issuances and guidance documents regarding National Technical Nuclear Forensics (NTNF), DoD nuclear energy equities, and Chemical, Biological, Radiological, and Nuclear (CBRN) Survivability.
  • Provide support for DoD Nuclear Threat Reduction activities under the Mutual Defense Agreement.
  • Consult with interagency NTNF partners, in particular DOE/NNSA, Department of State, the FBI, and the Intelligence Community in designing, monitoring, and supporting the execution of national and international DoD technical nuclear forensics.
  • As needed, contribute to or prepare joint NNSA/DoD reports for delivery to the President and/or to the Congress. Coordinating with the Nuclear Regulatory Commission, Department of Energy, Military Services, and Combatant Commands to oversee Department of Defense investments into the use of advanced small and micro reactors to enhance resilience at DoD bases.
  • Assist in maintaining and updating CBRN Survivability policy and assist in coordinating, compiling, and providing an in-depth analysis on the results of the annual Mission Critical Report to ensure compliance with DoDI 3150.09, CBRN Survivability Policy
  • Work with the DoD, national laboratories, and industry to develop research and development projects that support the transition of new technologies into operational DoD capabilities.
  • Review, analyze, advise, and develop documents in support of the development of an investment strategy for acquiring and improving CWMD capabilities including those in support of international nuclear programs, technical nuclear forensics (including device defeat), survivability and resilience.
  • Review, provides guidance, and coordinates input to DoD and interagency documents for which the ODASD(NM) has equities.
  • Lead a team of support contractors to ensure all office products are produced at a high quality and on time.
  • Review documents, contributes to studies or task forces, prepares papers and staff summaries and briefings, attends/participates in meetings within/across the Department, across the interagency and other branches of government and/or with academia and industry.
  • Prepare and disseminate agenda, meeting materials and meeting summaries. Reserves meeting space, ensures attendee access, and other administrative aspects.
  • Other duties, as may be assigned.

Required Qualifications

  • Active Top-Secret clearance with SCI eligibility.
  • Bachelor's Degree in relevant field.
  • 7 years of experience working in an Office of the Secretary of Defense (OSD)/Joint Staff/Interagency environment
  • Knowledge of DoD roles and missions and organizational structure in international nuclear cooperation programs, nuclear forensics, nuclear energy, and nuclear survivability

Preferred Qualifications

  • Proven ability to draft technically oriented documents for senior policy decision makers on highly classified and complex scientific, engineering, and technical topics and subjects
  • Exposure to a scientific, engineering, or technical field.
  • Significant aptitude and interpersonal maturity to support DoD executive leadership with little supervision for sustained periods to build and preserve staff relationships.
  • Excellent writing skills and an in-depth knowledge of editorial principles and techniques.
  • Familiarity with federal and/or DoD budgeting and acquisition process, including management and tracking of funds, strategic planning, requirements determinations, and project milestone development and tracking.
  • Direct experience and/or technical knowledge related to DoD aspects of nuclear forensics, nuclear energy and/or CBRN survivability.
