Job Summary

The Procurement and Risk Management Specialist works under the direction of the Controller to support and enhance the College's procurement processes. This role is critical in maintaining compliance with industry regulations and contributing to risk management initiatives. The Specialist drafts solicitations, develops procurement policies and procedures, coordinates risk management strategies, and ensures alignment with campus needs and goals.

Typical Job Functions


  • Evaluate purchases for best value and ensure compliance with policies and procedures.

  • Prepare and award contracts resulting from quotes, bids, Request for Proposals (RFP), Request for Qualifications (RFQu), and Request for Information (RFI).

  • Plan and coordinate the procurement of supplies, materials, equipment, and services.

  • Confers with all departments to determine purchasing needs, legal requirements, specifications, and contract execution.

  • Respond to non-routine inquiries and explain department services, policies, procedures, and rationale.

  • Develop policies and procedures and terms and conditions in relation to procurement.

  • Coordinate insurance with the carrier and the insurance claims.

  • Manage contracts and lease agreements.

  • Coordinate the campus Risk Management Plan under the direction of the Controller.

  • Conduct risk assessments to identify vulnerabilities and liabilities.

  • Develop and implement risk mitigation strategies and action plans.

  • Monitor and report on risk management initiatives to senior management.

  • Collaborate with cross-functional teams to integrate risk management into procurement processes.

  • Address non-compliance issues promptly in collaboration with the procurement team.

  • Assisted in internal audits related to procurement risk management practices.

  • Prepare detailed reports and presentations on compliance and risk management for leadership.

  • Provide backup for the duties of the Procurement Coordinator and Procurement Specialist.

  • Provide administrative and strategic support to the Controller across all procurement-related activities.

  • Performs miscellaneous job-related duties as assigned.
  • Minimum Qualifications


  • Bachelor's degree in Business Administration or a related field or an equivalent combination of education and experience.

  • Minimum of three (3) years of professional experience in public sector procurement, including familiarity with BID/RFP/RFQu processes and award procedures.

  • Knowledge of procurement principles, techniques, and applicable State of Idaho statutes and regulations.

  • Strong interpersonal and communication skills.

  • Proven ability to gather, organize, and analyze data effectively.

  • Self-motivated, with demonstrated ability to take the initiative and manage projects independently.

  • Adaptable to changing priorities and able to meet deadlines in a fast-paced environment.

  • Incumbent must reside in the State of Idaho upon commencement when hired.

  • Incumbent must reside in Idaho (Currently CEI doesn't sponsor H-1B Visas)
  • Additional Desired Qualifications


  • Certified Purchasing Professional (CPP) Certification or Certified Public Purchasing Buyer (CPPB) certification.

  • Knowledge of and experience using AI (Artificial Intelligence).

  • Bilingual (Spanish)

    Employees work indoors and are protected from weather and/or
    contaminants, but not, necessarily, occasional temperature changes. The
    employee is regularly required to sit and often uses repetitive hand motions.


    Onsite work is essential and regular predictable attendance is required.
    Employees may be required to work at occasional events and handle tasks outside of
    regular working hours.



    Background Investigations:

    Employment at College of Eastern Idaho will be contingent upon the successful
    completion of a criminal background investigation and may require a credit
    and/or motor vehicle background investigation depending on the position.
