The Program Manager will serve as the principal line of communication for the project team. The duties and responsibilities of this position are as follows: • Develop and manage resource-loaded and leveled projects; • Maintain project metrics in accordance with established standards; • Establish resource performance metrics; • Manage one or more highly complex or enterprise-wide IT programs consisting of multiple projects;
Requirements/Qualifications:
A bachelor's or master's degree from an accredited college or university in Computer Science, Information Systems, or a related field is required. Alternatively, four (4) years of equivalent work experience can be substituted for the educational requirement or on a year-for-year basis when
applicable.
The Department requires the following experience, skills, and/or knowledge for this position: • Possesses a Project Management Professional (PMP®) Certification; • Five (5) or more years managing successful, large-scale projects that include multiple diverse teams; • Five (5) or more years utilizing project software such as Microsoft Project, Primavera, Jira, etc. to track and maintain projects; • Five (5) or more years developing and maintaining detailed project plans and schedules based on work breakdown structures; • Five (5) or more years of experience with PMO methodologies and documentation; • Five (5) or more years of experience with meeting facilitation and documentation; • Five (5) or more years creating and presenting internal and external status reports; • Experience with state government projects; • Experience managing and reporting projects in compliance with Rule 60GG-1, F.A.C.; • Experience working with technical programming teams; • Ability to demonstrate a take-charge, can-do attitude with the initiative to solve complex problems; • Strong communication skills to effectively communicate with diverse stakeholders; • Skills in negotiation, mediation, facilitation, and team building; • Knowledge of IT standards in a criminal justice environment; • Experience managing vendors and vendor projects; • Knowledge in other IT areas such as programming, data analytics, etc.; • A team player attitude with a high-energy level and diligent work ethic; and • Ability to meet or exceed deadlines, thrive in a fast-paced environment, and to organize and prioritize activities. • Five (5) or more years with risk and issue management; • Proven experience with completing project deliverables within the constraints of scope, schedule, costs, and quality; • Ability to coordinate multiple project teams effectively and meet overall objectives; • Responsible for tracking key project milestones and recommending adjustments to Project Managers; • Provide effective communication and collaborative skills; • Experience in creating presentations and presenting to stakeholders; and • Experience providing excellent leadership and negotiation skills.
Preferred Qualifications:
The Department prefers the Candidate to have the following experience, skills, and/or knowledge for this position: • Certification in Agile or Scrum-based Project Management; • IT Infrastructure Library (ITIL) Service Management Foundations Certified; • Experience managing projects with a large, distributed user base; • Experience managing waterfall projects;
