Overview

Within Facilities, the Organizational Effectiveness department provides strategic support for the entire employee lifecycle, from onboarding to departure, fostering a culture of excellence and inclusion. The Talent Development Manager, reporting to the Director of Organizational Effectiveness, will lead key initiatives to enhance the employee experience, focusing on individual contributors in Building Services and Operations. This role will establish apprenticeship programs for critical trade functions, drive engagement in division-wide organizational effectiveness efforts, and support career pathing opportunities for staff seeking growth.

Responsibilities

Responsibilities:

Talent Development for Individual Contributors

  • Design and deliver professional development programs for union and non-union individual contributors aligned with the Facilities Learning & Development Strategy.
  • Address high turnover by identifying job-specific development programs and establishing apprenticeship programs for shops with hiring challenges or anticipated trade worker shortages.
  • Collaborate with the Director to create internal advancement plans, enabling career movement from less skilled to higher-skilled positions.
  • Coordinate vendor-supported professional development programs in partnership with the Assistant Director of Talent Management.

Diversity & Inclusion Initiatives

  • Partner with the OneFacilities Committee to foster an inclusive work environment and enhance employee belonging through activities and events.
  • Work with the HR Diversity, Equity, and Inclusion Specialist to integrate DEI offerings into the learning curriculum for individual contributors.
  • Support the Director’s vision to build and retain a diverse, productive, and engaged team.

Organizational Development

  • Promote and integrate Facilities Core Values—teamwork, innovation, integrity, inclusiveness, respect, and sustainability—into organizational culture and practices.
  • Develop and maintain a dashboard to measure employee movement into advanced or expanded roles, monitor organizational metrics such as turnover reduction, and support positive career progression.
  • Establish and implement a Buddy Program to support new hires across Facilities.

Additional Responsibilities

  • Contribute to special projects, employee engagement events, and committee initiatives as assigned by the Director.
  • Participate in staff meetings, department-wide events, and other organizational activities.


Qualifications

Essential Qualifications:

  • Bachelor's degree or equivalent experience in talent development and/or organizational development.
  • Minimum of three – five years of experience in talent development, including at least three years of facilitation, instructional design, or training delivery.
  • Demonstrated ability in managing multiple projects from inception to completion, including establishing goals, schedules, documentation, and deliverables.
  • Demonstrated oral, written, presentation and communication skills.
  • Demonstrated relationship-building skills and ability to collaborate with various stakeholders’ functions.
  • Problem-solving skills; able to multitask and prioritize demands of various stakeholders.
  • Proficient in Microsoft Office applications (Word, Excel, and PowerPoint).

PREFERRED QUALIFICATIONS:

  • Formal training in facilitation, instructional design, and experiential learning methods.
  • Professional certification in Human Resources, Talent Development, or Organizational Development.
  • Knowledge of talent development standards (i.e., training needs assessment, learning styles, curriculum design).
  • Experience in a union environment.
  • Experience in a higher education environment
