SA-TECH supports the U.S. Army Sustainment Command's Enhance Army Global Logistics Enterprise Logistics Support Services at Schofield Barracks, HI. We provide maintenance services in the form of above-brigade-level, field, sustainment, and limited depot-level maintenance support as well as transportation counseling services and handling passenger, equipment, and cargo movements for Army Field Support Battalion Hawaii's (AFSBn-HAW) assigned tactical units and government affiliated civilian agencies.
We are seeking to hire a Division Manager for our Maintenance Division at Schofield Barracks, Hawaii to report to the on-site Program Manager and direct all contract Maintenance Division activities and related support services for the installation support activity, Army Field Battalion-Hawaii (AFSBn-HI). This position develops, refines, interprets, and issues maintenance management policies and procedures with the overall responsibility for maintenance management across a wide variety of equipment across assigned to supported organizations. This position may have the authority to direct and manage the operations and administration of the contract in the absence of the Program Manager.
The Maintenance Division Manager is directly responsible for all aspects of maintenance management, providing directorial on-site management and leadership across all maintenance functions and processes related to the execution of above brigade level, field and limited sustainment maintenance actions; supporting US Army Logistics Readiness Services, Scofield Barracks Hawaii (SBHI) and related organizations as identified in the contract's Performance Work Statement's customer group.
Primary Functions (consist of but are not limited to):
Provides overall management and wide-spread leadership across all contract maintenance programs, activities, and representations to include establishing policy and procedural direction for all assigned division personnel.
Prepares Requests for Proposal (RFP), Requests for Information (RFI), Rough Orders of Magnitude (ROM), and/or various other forms of business plans/proposal requests in efforts to determine resource needs required to achieve a desired throughput or capability across manpower, equipment, facilities, consumables/parts, and/or funding.
Responsible for the development and implementation of data analysis measures, statistical equations, and metric geared management listings and reports that measure the overall health of maintenance programs, processes, and functions; to include but not limited to, PWS outlined Performance Requirement Standard (PRS) AQL standards and the continuous improvement of the general maintenance work order process.
In conjunction with AFSBn-HI, participates in the development and oversight of workload plans for all contract assignee maintenance equipment/. requirements and USAG-HI supported Maintenance Significant Items.
Collaborates to negotiate, decide on, and coordinate work-related changes affecting other organization priorities. Advises higher management and subordinate supervisors on problems involving the relationship of workload and its impact across mission needs and operational readiness.
Oversees the work of managers and supervisors; ensuring priorities of work are executed within both established funding limitations and maintenance priority designated timelines.
Represents the maintenance division across various required meetings that include, but are not limited to, operational planning, contract performance, business/resource development, financial analysis, and/or collaborative studies as a Key Personnel.
Establishes and maintains continual managerial oversight across maintenance funded programs and relationships to PWS mandated reporting thresholds.
Briefs senior leadership on contract performance and overall health of maintenance processes and functional systems.
Participates in hearing and resolving group grievance or serious employee complaints. Makes decisions on work problems presented by subordinate supervisors/employees and resolves differences between subordinate officials. Initiates personnel actions for appointments, promotions, or reassignments.
Oversees and manages IAM Collective Bargaining Agreement labor force relations. Participates in IAM CBA contract negotiations, changes or proposals. Manages grievance correspondence and step correspondence resolution efforts.
Requirements:
Education/Experience/Skills
High school graduate or equivalent.
Minimum of twelve (12) years of Army maintenance management experience.
Must have knowledge of supervisory principles, practices, and methodologies as well as interpersonal, conflict management, and team building skills.
Experience managing operating budgets to include glide path and budget forecasting.
Possess in-depth knowledge of DA PAM 750-8, The Army Maintenance Management System (TAMMS), AR 750-1, Army Material Maintenance Policy, Global Combat Support System (GCSS) and Quality programs and procedures.
Proficiency with maintenance STAMIS system (GCSS-A) knowledge, with ability to develop and extract complex reports/queries across data collection efforts, reviews, audits, and inspections.
Ability to effectively communicate, both written and verbal, to both internal and with external customers.
Current Hawaii Driver's License required; must be able to be insured through company's vehicle insurance policy while driving work/government/rental vehicles during working hours, and for the duration of employment.
U.S. Citizenship required and you must be able to obtain and maintain a federal Secret clearance.
