Position Title: Admin Services Director ( (F&A) Director)
Classification: Exempt
Reports To: Center Director
Position Description
Summary
Responsible for the management of financial/administrative operations, including accounting, purchasing, support services, and food services, in compliance with government and management directives.
Essential Functions
1. Provides overall management for F&A through budget control and effective planning.
2. Evaluates staff performance, provides staff training, and schedules and implements the
directorate and personnel actions as approved by the Center Director.
3. Establishes financial acquisition controls and evaluates potential program expenditures; directs
the efforts of the procurement area in administration of subcontracts for services, rentals, etc.
4. Develops budgets, financial forecasts, projections, and cost analyses as a basis for negotiating
contracts for the center, all direct support programs, and renewal and amendments to existing
contracts.
5. Ensures compliance with established budgets, purchase limitations, material control procedures,
travel restrictions, and general contract requirements and limitations; maintains stability and
consistency with DESI goals and objectives.
6. Prepares special analyses and reports as necessary to provide data for management decisions
and information for the Department of Labor (DOL) and auditors.
7. Assists in analyzing statistical trends, organizational problems, and operational requirements for
review and appropriate action.
8. Assists Center Director in maintaining community contacts to promote acceptance of the
program.
9. Assists in the development of new/revised policies and procedures affecting F&A.
10. Reviews and approves performance evaluations and personnel requests submitted by
department supervisory staff.
11. Coordinates with other center staff concerning financial and administrative matters.
12. Clearly communicates and consistently models appropriate employability skills, including
personal responsibility and computer fluency.
13. Maintains accountability of staff, students, and property; adheres to safety practices.
14. Facilitates the Career Success Standard (CSS) development of self, staff, and students by using
the model-mentor-monitor approach.

Required Education & Experience
Bachelor’s degree in business administration or related field
Five years of related experience, two of which must be in a managerial capacity.
Experience working with youth Certifications/Competencies
Knowledge of economic and accounting principles and practices, banking, and the analysis and reporting of financial data
Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership techniques, production methods, and coordination of people and resources.
Knowledge of inventory software and network systems
Ability to promote the CSS by modeling appropriate behaviors, mentoring students when necessary, and monitoring both positive and negative behaviors through interventions Strong organizational skills
Ability to effectively communicate with both corporate office and center staff
Excellent verbal and written communication skills
Computer proficiency
Minimum Eligibility Qualifications
If position requires driving, a valid driver’s license in the state of employment with an acceptable driving record is required.
I-9 documentation required to verify authorization to work in the United States
Ability to pass pre-employment drug test and background check.
