Summary
The position directly supports the efforts of the Public Health Director and provides policy leadership and administration in all Public Health services. The position will serve as Interim Director in the absence of the Public Health Director. This position is also responsible for the day-to-day operations of clinical and home visiting services including communicable disease control, reproductive health, home visiting, and all public health nursing programs and may be asked to support clinical services based on staffing/agency needs.

Distinguishing Characteristics
This position will be characterized by working at a high level of efficiency and independence to meet agency goals by developing, implementing, and monitoring programs and services in coordination with the Public Health Director. Relationship development with internal and external partners, strong administrative leadership, and knowledge of public health at the local and state levels are characteristics of this position.

The Nursing/Clinical Services Manager will:

  • Provides foundational Public Health Services to Jefferson County.
  • Coordinates day-to-day functions of Public Health nursing programs.
  • Coordinates with Oregon Health Authority on programs, requirements, training, and outcomes.
  • Supports Jefferson County Public Health’s Modernization work as required and coordinated with Oregon Health Authority.
  • Gives input to Health Services Director on policy, budget, and administration issues.
  • Acts as a resource to staff nurses and other health department staff. 
  • Coordinates with Jefferson County Health Officer to ensure policies, procedures, and Standing Orders are up-to-date and accurately reflect services provided. 
  • Writes and updates medical and clinical protocols.
  • Coordinates daily clinic operations for efficient client flow, ordering supplies, cleaning, client management issues, and electronic health record documentation.
  • Attends health-related workshops as arranged and completes required education and certifications. 
  • Participates in the Coalition of Local Health Officials (CLHO), Central Oregon Health Council (COHC), and healthcare-related committees and groups. 
  • Makes referrals to other agencies and identifies resources available to clients.
  • Coordinates with the Health Services Director in preparation of Regional Health Assessment (RHA) and integrates assessment into Regional Health Improvement Plan (RHIP) with other agencies and groups to meet the current public health needs of the community. 
  • Serves as an Incident Management Team (IMT) member to prepare for and respond to Public Health Emergencies as indicated and able within the Jefferson County Emergency Operations Plan. 
  • Regular in-person attendance is an essential function of the position.

Nursing/Clinical Services Manager Oversight and Supervision: 

  • Fosters a work environment where continuous quality improvements in service and professional practice are pursued. 
  • Knowledgeable of federal, state, and local clinic program policies and procedures.
  • Provides direct supervision of clinical nursing, communicable disease, and Family Support Services staff. 
  • Assures the effective and efficient delivery of clinical service by high-quality standards of care and applicable federal, state, and local requirements.
  • Monitors client satisfaction and follows up with dissatisfied clients.
  • Monitors vendor and community partner relationships.
  • Collaborates in developing evidence-based public health practices and programs with universities, other nursing agencies, businesses, trade associations, other staff, and the public.
  • Effectively interviews potential new hires.
  • Coordinates visiting student nurse experiences.
  • Trains new staff. Reviews employee licensure status regularly.
  • Performs staff evaluations and recruitment activities.
  • Conducts and/or schedules continuous educational training for staff.
  • Performs chart audits.
  • Serves as Clinical Support for Electronic Health Records (EHR), including troubleshooting, creating/updating clinic-specific forms and letters, fee schedules, assisting other staff with issues, and acting as liaison to OCHIN with issues requiring additional assistance.
  • Schedules, coordinates, and monitors assigned clinic/public health programs by evaluating compliance with regulations, procedures, protocols, staff efficiency, and client utilization to ensure that operational and agency goals and objectives are met. 
  • Maintains liaison with health/social/education providers in the community, community-based organizations, and community leaders to obtain support for and an understanding of public health programs to develop mutually beneficial programs.
  • Performs other duties as assigned that support the overall objective of the position.

The nursing/Clinical Services Manager may perform the following Public Health services when assigned:

  • Provides various nursing care services, case management, treatment plan, teaching, counseling, and referral to clients and families in a home and community setting.
  • Supports or supervises healthcare services at the Jefferson County Adult Correctional Facility.
  • Ensures compliance with state and county regulations and medical standing orders.
  • Ensures that all medications, lab tests, and health care management are in the patient’s best interest.
  • Coordinates with State and jail management on programs, requirements, training, and outcomes.
  • Provides written and oral presentations to the community to educate them on treating and preventing diseases and illnesses.
  • Participates in occasional after-hours or weekend events as needed, including health fairs, community clinics, and public health emergencies.

Knowledge and Skills

  • Proficiency in delivering and supervising public health interventions in a local health department.
  • Proficiency in relating public health science skills to the Core Public Health Functions and Essential Services of Public Health. 
  • Proficiency in basic methods of epidemiology, disease prevention, health promotion, behavioral change, group process, community/organizational development and methods of instruction; public information and mass media methods; data analysis and research methods; marketing principles, general information, and mass media and practices of education. 
  • Proficiency in applying relevant federal, state, and local public health regulations and safety procedures for assigned public health activities. 
  • Proficiency in identifying occupational and environmental hazards and applying and assuring relevant worker safety procedures. 
  • Proficiency in assuring that cultural, social, and behavioral factors play a significant role in the accessibility, availability, and delivery of public health services.

Physical Abilities
Ability to sit or stand at a computer using rapid finger, hand and arm movements for extended periods of time.  The ability to walk and stand occasionally.  The ability to tolerate ventilation/airborne fumes, noise/temperature extremes and exposure to infection and disease.

Education and Experience
Master’s degree in Public Health Nursing, Public Health, Community Health, Business Administration, Public Administration, Nursing, or a related field from an accredited college or university. 
 
Current license to practice professional nursing in Oregon at the time of appointment and throughout the appointment. CPR certification at the time of appointment.
 
National Incident Management System (NIMS)/Incident Command System (ICS) 100 and 700 certifications at time of appointment.
 Five (5) years of experience in public health, community health, health education programs, or related programs, which must have included four (4) years of administrative
or management experience as the division director, program, and facility manager in a public health, or community health, involving the evaluation, administration, and program direction of varied types of public health services and programs requiring large expenditures of funds would provide such opportunity. 

License and Certificates
• A valid license to practice as a Registered Nurse in Oregon is required at the time of hire. A valid Oregon driver’s license with an acceptable driving record. 
• Required to maintain valid CPR and First Aid Certifications.

Working Conditions
This position typically works in an office environment and uses a computer, telephone, and other office equipment as needed to perform duties. The noise level in the work environment is typical of that of an office. Work also involves travel meetings. The position may encounter frequent interruptions throughout the workday. The employee is regularly required to sit, talk, or hear; frequently required to use repetitive hand motion, handle or feel; and to stand, walk, reach, bend, or lift to 20 and 30 pounds occasionally. Work is performed indoors and outdoors where some safety considerations exist from physical labor and handling of light-to-medium weight yet, awkward materials.
The position is potentially subject to callback due to emergencies. Working hours may be extended and highly stressful during an emergency. Fieldwork performance may require walking over various terrain or other hazards and exposure to all weather conditions. Travel is necessary, requiring the operation of a motor vehicle, often to remote areas. The employee may be required to travel at night, on weekends, or in inclement weather to participate in meetings, program events, or to respond to public health emergencies.

Probationary Requirement
This position is based on the successful completion of a 9-month probationary period.
