Job Description:

POSITION SUMMARY:



Our HR Compliance Specialist will be responsible for the continued development, implementation, and oversight of the drug and alcohol program for Amerijet International. This role will function as the Designated Employer Representative (DER) and will be responsible for meeting all applicable requirements and procedures under (DOT) 49 CFR Part 40 and (FAA) 14 CFR Part 120. This role will also perform other HR Compliance functions as necessary.



Job Responsibilities:



  1. Drug & Alcohol Program (the below responsibilities are not an exhaustive list; additional responsibilities may be assigned as necessary)



  • Administer the drug and alcohol program and ensures that all program components are in compliance with DOT/FAA regulations and the Florida Drug-Free Workplace Policy.

  • Function as the Designated Employer Representative (DER) and serve as a subject matter expert on federal regulations that pertain to drug and alcohol testing.

  • Schedule and coordinate drug and alcohol testing, monitor results, and maintain records for all testing events including pre-employment, random, return to duty, post-accident, reasonable suspicion, and follow up.

  • Responsible for maintaining the random pool always sanitized.

  • Responsible for maintaining files and testing records in compliance with DOT/FAA audit standards.

  • Handle requests for drug and alcohol records from other companies for former employees.

  • Handle next steps for positive tests, refusals, or suspected illicit use.

  • Prepare and submit Management Information System (MIS) reports as required by DOT regulations.

  • Ensure accurate and timely reporting of annual drug and alcohol testing data to agencies and authorities.

  • Liaise with local management, D&A vendor, and 3rd party drug testing clinics on a regular basis to discuss testing statistics and test results.

  • Facilitate audits by government agencies such as the FAA and/or DOT. The candidate will be required to liaise and produce documents and reports for these agencies.

  • Provide on-call support to operational leaders regarding DOT/FAA Drug and Alcohol program and regulatory guidance.

  • Review and verify invoices for manager approval.

  • Ensure managers and supervisors are trained to perform duties in accordance with standards and procedures established within the drug and alcohol program.

  • Maintain an active Education Program on drug and alcohol abuse.

  • Develop and implement a HIMS Program.

  • Ensure FMCSA compliance through accurate and timely reporting.



  1. HR Compliance



  • Ensure all required notices by the DOL are provided to employees and posted in the workplace.

  • Prepare reports to fulfill annual reporting requirements including affirmative action planning, EEO-1, OFCCP, and VETS-100 reporting.

  • Advise on affirmative action program changes based on reporting results.

  • Prepare responses to third-party subpoenas, personnel file requests, and other employment-related third-party requests for information and documents.

  • Create and update policies, processes, and procedures in compliance with labor laws and regulations.

  • Prepare and deliver compliance-related training and communication to internal partners and employees.

  • Assist with maintenance of HR SharePoint & ADP sites.

  • Research changes in rules and regulations, analyze their effect on the company and communicate findings report to Senior Leadership.

  • Assist in administering I-9 processes, including timely completion and verification of employment eligibility forms.

  • Help resolve I-9 discrepancies and collaborate with internal teams to ensure I-9 records are accurately maintained and stored.

  • Support audits of I-9 documentation to ensure compliance with federal regulations.

  • Other duties as assigned.




Minimum Qualifications, Skills, Education and Experience:





  • High School Diploma/GED required

  • Two (2) years' experience in HR, compliance, or administrative roles.

  • Proficiency with Excel, Word, PowerPoint and Outlook

  • Excellent organizational, planning, and administrative skills and a strong eye for detail and the ability to maintain confidentiality and work with sensitive information

  • Excellent interpersonal and vendor management skills with the ability to communicate with people at different levels and from different geographical and ethnic cultures.




Preferred Qualifications and Skills:





  • Experience with Drug and Alcohol Program administration

  • Knowledge of the current DOT/FAA regulations and the Florida Drug-Free Workplace Policy

  • Previous experience working in the aviation industry or at least within a fast-paced, evolving environment with new technology/services/infrastructure/priorities and working practices (processes).

  • Highly organized with experience prioritizing tasks while maintaining time efficiency and working with a sense of urgency

  • Basic understanding of human resource functions.

  • Bi-lingual in English and Spanish for both speaking and writing.




Supervisory Responsibilities:



This job requires no supervisory responsibilities. May be required to train and assist other employees.



Language Skills:



The employee must possess strong interpersonal and communications skills, be able to effectively present information, respond to questions from managers, employees, vendors, and the general public, and proficiently write reports and business correspondence.



Physical Activities and Requirements of the Position:



Sedentary work; sitting most of the time. Lift up to 30 lbs. of force occasionally for office supplies and equipment.


While performing the duties of this job, the employee frequently works in an office environment. Travel and working odd hours are required on occasion, especially in the coordination of randoms or in the event of an accident.
