Purpose



The incumbent leads a diverse program portfolio, providing programmatic and operational oversight for the Placement/Resettlement (R&P), Preferred Community (PC), Matching Grant (MG) programs and any other supplemental or emerging program under resettlement for the CWS Southeast Region. This position is accountable for managing all aspects of these programs as dictated by their corresponding cooperative agreements and guidelines and set strategic direction for these programs in collaboration with the Regional Director Southeast and other regional leadership.



Responsibilities





  • Oversees and implements all direct core resettlement service programs in all local offices within the Southeast Region; drives strategy for the programs within the portfolio and across all sites in the region.

  • Coordinate and manage all aspects of the R&P, PC, and MG Programs including case management; assurances; pre-arrival assessments; post arrival cultural orientation distribution and tracking of cash assistance; tracking volunteer, sponsor in-kind donations and flex fund; and job development and related follow-up for the region.

  • Responsible for the oversight of the Central American Minors (CAM), Lautenberg, and Family Reunification programs for the Southeast Region.

  • Oversee implementation of all programs in designated portfolio and ensuring that program activities are implemented consistently with donor requirements; provide technical support, oversight, and leadership to internal and external stakeholders. Leads program adaptations in response to changing client needs and operating environment.

  • Responsible for sound fiscal management of CWS, ORR and PRM contracts and grants, and for compliance with all contractual, reporting, and match requirements.

  • Responsible for program and financial reporting, and collection of quality impact data across all programs to provide insight to internal and external stakeholders as well as inform future program design.

  • Work closely with the Regional Director Southeast and Associate Director of Finance SE Region to prepare program budgets and review monthly program expenses. Meet monthly with the Regional Director Southeast to review program needs and successes.

  • Responsible for reviewing program expenses to ensure programs operate within budgetary restraints and makes suggestions for budget revisions and hiring as appropriate.

  • In cooperation with the development team, create and implement an annual fundraising plan and strategy with measurable goals and objectives to expand and support existing programming, including meeting match requirements with an emphasis on financial fundraising over in-kind.

  • Create close programmatic linkages between all teams; proactively implement processes and procedures that ensure clients are connected to relevant programs throughout the agency.

  • Develop and maintain strategic community partnerships with other service providers, government agencies, foundations, employers, and other key stakeholders.

  • In coordination with the Regional Director Southeast, represent the office in external meetings including with funders, state refugee coordinator, and elected officials among others; serve as a lead with media, community engagement, and advocacy efforts.

  • Manages the resettlement supervisors for all Southeast Region local offices. Provide training to program staff to ensure program compliance.

  • Work with the Associate Director to recruit, hire, train and supervise team members.

  • Work closely with staff to promote a high level of professionalism; provision of client-oriented service; good stewardship and teamwork.

  • Ensure the timely submission of all programs related reports to CWS Headquarters and to the CWS Finance Office.

  • Represents CWS/IRP Southeast Offices at national and local meetings of CWS, resettlement agencies, government partners and other funders.

  • Perform other related duties as requested.




Qualifications



Bachelor's Degree and a minimum of four years' professional work experience.



Experience:



Minimum of 8 year's experience in job development and case management in a human services organization, preferably working with immigrant and refugee populations. Familiarity with US immigration issues and terminology, Familiarity with USCIS documentation as it related to refugees, Cuban/Haitian Entrants and Asylees etc. A minimum of four years' work experience in a non-for-profit field.


Minimum of 2 years supervisory experience.



Other Skills:



Strong computer skills. Able to give close attention to detail. Ability to work with and maintain the integrity of confidential client and financial information. Strong interpersonal, supervisory, and customer service skills required. Bilingual in English/Spanish.



Special Requirements





  • Must have a valid driver's license and reliable personal vehicle. Mileage accrued while executing work responsibilities is reimbursable by CWS.

  • Must complete motor vehicle record check.

  • Must be willing and able to travel.

  • Background check required.
