GENERAL DESCRIPTION OF WORK:
Responsible for developing and implementing strategic initiatives to attract, recruit, and retain top talent. The Director of Human Resources will plan, lead, direct, and coordinate the policies, activities, and staff of the Employment and Testing department. This role ensures that the organization’s hiring practices align with business objectives and are conducted in an efficient, compliant, and inclusive manner. The Director will oversee a team of recruitment professionals, manage relationships with external partners, and collaborate with senior leadership to support workforce planning and development.
ESSENTIAL FUNCTIONS:
Directs and manages all recruitment and outreach programs.
Designs, plans, and executes new and revised recruitment and outreach initiatives.
Advise managers on organizational policy matters, such as equal employment opportunity and sexual harassment, and recommend needed changes.
Collaborate with executive leadership and department heads to anticipate staffing needs and build proactive hiring pipelines.
Partner with leadership to create succession planning strategies that support talent pipeline development and employee growth.
Integrate workforce planning insights with talent acquisition strategies to create proactive hiring pipelines for critical roles and future growth needs.
Develops and monitors department budget.
Manage relationships with external recruitment agencies, vendors, and job boards, ensuring compliance with budgetary and organizational goals.
Ensures compliance with internal policies and government regulations.
Ensure diversity, equity, and inclusion (DEI) principles are integrated into recruitment strategies to build a representative and inclusive workforce.
Design and implement talent metrics to track recruitment effectiveness, such as time-to-hire, cost-per-hire, and candidate quality.
Oversee onboarding processes to ensure a seamless transition for new employees and support retention efforts.
Establish and promote the employer brand in the market to ensure that VIA Metropolitan Transit is an employer of choice.
Keep up-to-date with the latest trends, tools, and technologies in HR and talent acquisition to continually improve recruitment strategies.

REQUIRED EDUCATION AND EXPERIENCE:
Bachelor's Degree from an accredited college or university with major coursework in Human Resources, Human/Social Services, Business Administration, or a related field. Ten (10) years of progressively responsible human resources experience and four (4) supervisory experience. Experience may be substituted in lieu of education on a year-for-year basis up to four years.
PREFERRED QUALIFICATIONS:
Master’s degree
Professional certification in HR – PHR (SHRM)
Infor experience
ADDITIONAL REQUIREMENTS:
Coordinates the duties and responsibilities of direct reports to ensure distribution of workload.
Oversees and assists in the preparation of responsible department's operating budgets.
Considerable knowledge, expertise, and experience in recruitment, workforce planning, and talent acquisition.
Knowledge of pertinent Federal, State, and local laws, ordinances, statutes, and regulations.
Ability to communicate effectively both orally and in writing.
Proficient in using a personal computer and various software applications, including Microsoft Office Suite (Word, Excel, PowerPoint) and industry-specific programs, to perform data analysis, create reports, and manage projects efficiently.
Ability to develop, implement, and administer goals, objectives, and procedures for providing effective and efficient services for VIA.
Ability to analyze problems, provide alternatives, identify solutions in support of established goals, project consequences, or proposed actions, and implement recommendations.
Ability to use tact and persuasion when dealing with employees at all levels, medical providers, and outside officials.
Ability to use considerable insight and judgment in analyzing and interpreting data.
Ability to maintain confidentiality of sensitive information.

PHYSICAL REQUIREMENTS:
Position requires sitting, standing, and ability to move within VIA facility and to attend off property work related business.
Must be able to be mobile, bend, stoop, reach, and lift objects weighing 5-25 pounds.

Work involves deadlines and multiple priorities.
Works within normal office environment.
