Strategic Analysis is seeking a versatile, skilled Pricing & Financial Analyst to provide operational support to internal and external customers. The Pricing & Financial Analyst will ensure successful financial performance for a portfolio of contracts and provide pricing support for new and existing efforts. In this role, staff perform various analyses to promote profitability and cost control on existing contracts, as well as, assist with developing pricing strategy and competitive, compliant pricing proposals. This position interfaces with diverse functional areas to ensure risks are understood and financial performance is achieved.

Responsibilities:

• Provide financial analysis on existing and potential contracts in the areas of billability, profitability, revenue, burn rate, risk analysis and risk mitigation.
Review Requests for Proposals (RFPs) and develop pricing proposals which meet company pricing strategy, satisfaction of customer requirements and adherence to company policy and federal regulations.
• Provide data to and advise leadership on all aspects related to proposal pricing and contract statuses, proactively identifying potential risks/issues and remedies.
• Maintain current reports to allow leadership to assess the financial status of proposals, contracts and workforce.
• Advise Contracts Administrators and Program Managers on subcontract related financial issues, and assist in the development of subcontractor RFPs.
• Ensure adequate funding availability by maintaining accurate records of expenditures, preparing expenditure projections, and submitting timely requests for additional funding to the government.
• Set up cost control systems; monitor costs and forecasts on contracts to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines.
• Review cost reports for accuracy and research contract related issues.
• Participate in monthly activities, such as invoice review, financial report deliverables, and timesheet approvals.
• Responsible for contract set up and maintenance in accounting system.
• Perform budgeting and forecasting exercises/scenarios, including Estimates to Complete (ETC).
• Prepare financial information for briefings, presentations, and status reports.

Requirements:

• Bachelor’s Degree in a related discipline.
• 5+ years of experience related to financial analysis of government contracts.
• Experience producing large pricing proposals, including development of pricing strategy and full proposal responses to Federal Government clients.
• Proficient with Microsoft Office Suite (Excel, Word, PowerPoint).
• Experience using Deltek Costpoint.
• Demonstrated experience in pricing various types of contracts and/or grants (CPFF, CPAF, FFP, T&M, IDIQ task order, GSA schedules).
• Strong mathematical skills and understanding of indirect rates structures, profit, budgeting and variance analysis.
• Understanding of federal contracts, solicitations, government Cost Accounting Standards, FAR and DFARs, and ability to interpret and communicate relevant information from contractual documents.
• Demonstrated sense of urgency and ability to prioritize and deliver various products, reflecting sensitivity to customer’s needs.
• Excellent verbal and written communication skills, and ability to communicate information in a clear and concise manner.
• Ability to work within rapidly changing business environment and make critical decisions that are based upon sound financial principles.
• Ability to comprehend and analyze complex problems and develop solutions.
