About the Technical Program Manager:

The Technical Program Manager plays a critical role in leading cross-functional initiatives and implementing agile methodologies within the Implementation department. This position focuses on driving process improvements, operational efficiencies, and strategic alignment to organizational goals. The ideal candidate will bring expertise in program and project management, automated testing frameworks, and healthcare industry practices, with a deep understanding of health plan operations, including claims configuration, testing processes, and system edits. This role is responsible for cultivating and enhancing agile and scrum practices while managing complex technical programs to deliver value and optimize operational outcomes

This position is eligible for remote work, but quarterly travel to the corporate office in Tampa, Florida is required.

Technical Program Manager – Essential Functions and Responsibilities:

  • Lead and manage technical programs initiatives related to client implementation services. Responsibilities includes those related to technical integration, configuration, ensuring alignment with organizational goals and industry regulations.
  • Act as Scrum Master, facilitating agile ceremonies, coaching teams on agile methodologies, and promoting continuous improvement in processes, documentation, and practices.
  • Collaborate with internal and external stakeholders to define project requirements, scope, and deliverables while ensuring timely communication and updates on project status.
  • Collaborate with teams on the design, development, and execution of automated testing strategies to streamline the testing of claims processing systems and enhancements.
  • Manage the lifecycle of projects from initiation through delivery, including resource allocation, budget management, and risk assessment related to the technical land testing components.
  • Assist with the approach and optimization of the LBM system edits through technical integration
  • Mentor and provide guidance to team members on best practices in technical project management and agile methodologies.
  • Establish and maintain implementation metrics, KPIs, and status reporting processes to track project performance, team productivity, and quality standards.
  • Maintain library of all process, procedures, and guidelines for the technical LBM program solution.

Technical Program Manager – Minimum Qualifications:

  • Bachelor's degree or 10 years directly applicable work experience in lieu of degree.
  • 7-10 years of experience in the healthcare industry, specifically within health plans, with a strong focus on claims configuration and management, project management, and testing.
  • Proven experience as a Technical Program Manager, Project Manager, or similar role managing large-scale projects.
  • Background as a Scrum Master with expertise in agile methodologies.
  • Demonstrated experience in automated testing tools and techniques, managing testing frameworks, and implementing testing strategies for software projects.
  • In-depth knowledge of EDI standards, claims file processing, and the end-to-end claims lifecycle.
  • Excellent communication, leadership, and interpersonal skills, with a proven ability to work collaboratively across teams and with stakeholders at various levels.
  • Experience with health plan regulatory compliance and industry standards (e.g., HIPAA, CMS).
  • Relevant certifications such as Project Management Professional (PMP), Certified ScrumMaster (CSM), or equivalent.

Technical Program Manager – Preferred Qualifications:

  • Working knowledge of cloud technologies, AWS preferred.
