Title: Student Records Manager
Reports to: Finance and Accounting Director

Salary: $50,000-$50,100

Position Classification: Exempt

Position Description

Summary

Responsible to supervise the Student Records Staff. Responsible for the management of student records, accountability, and data integrity in compliance and adherence to government and management directives.

Essential Functions

  1. Provides for and directs the work of subordinate personnel engaged in general administration, preparation, and maintenance of student personnel records and coordination of services available to students.
  2. Makes recommendations on implementing various Job Corps procedures and policies.
  3. Makes recommendations on any personnel action to be taken with respect to subordinate personnel.
  4. Prepares and distributes all center computer reports such as student rosters, daily status reports, and Weekly Student Strength Reports (WSSRs).
  5. Prepares the WSSR and submits to the Regional Office and DESI corporate office.
  6. Supervises the preparation and distribution of transfers, placements, and separation forms.
  7. Ensures that required materials in student records are maintained as well as archived in accordance with DESI and Department of Labor (DOL) policies.
  8. Oversees data incorporation from counseling, placement, medical, and other functions into student personnel records and ensures that such records are kept current.
  9. Oversees student service and records activities and ensures that student records are maintained and students’ histories are accurately and properly kept.
  10. Coordinates support functions, such as allowances, clothing allotments, shopping trips, leaves, and travel arrangements.
  11. Completes reports and studies required by DESI and the Regional Office.
  12. Interprets and administers policies and programs appropriate to the department.
  13. Provides in-service training to student support staff.
  14. Acts as the liaison with other center departments.
  15. Ensures processing of forms for students’ pay, allotments, and incentive raises and coordinates student financial transactions with the finance function.
  16. Models, mentors, and monitors the positive normative culture of the center.
  17. Acts as a responsible custodian for assigned center property.
  18. Reports violations of ethical behavior.
  19. Suggests opportunities for continuous operational improvement and reduction of waste.
  20. Identifies and reports environmental health and safety concerns.
  21. Supervises all department activities through effective planning, staff training, time management, scheduling, and review.
  22. Manages the department’s resources and budget.
  23. Screens potential new hires and makes recommendations for hire.
  24. Ensures data integrity and quality control through daily, weekly, monthly, and quarterly audits and monitoring.
  25. Submits reports and plans in a timely manner.
  26. Ensures sufficient ongoing active inventory so that the center can meet or exceed Outcome Measurement System (OMS) goals.

Requirements

Required Education & Experience

  • Associate’s degree (preferred)
  • Two years of supervisory experience in records maintenance
  • Experience working with youth preferred

Certifications/Competencies

  • Ability to maintain accountability of students and property and adhere to safety practices
  • Ability to promote the Career Success Standards (CSS) by modeling appropriate behaviors, mentoring students when necessary, and monitoring both positive and negative behaviors through interventions
  • Strong organizational skills
  • Excellent written and verbal communication skills
  • Computer proficiency

Minimum Eligibility Qualifications

  • If position requires driving, a valid driver’s license in the state of employment with an acceptable driving record is required
  • I-9 documentation required to verify authorization to work in the United States
  • Ability to pass pre-employment drug test and background check
