The Line Patroller position is based at Kinder Morgan's Tennessee Gas Pipeline Company's (TGP) facility in Coudersport, PA and will support (TGP) assets and facilities in Pennsylvania and will also, as needed, support Kinder Morgan's Stagecoach (SC) assets in Pennylvania and New York. This is a Monday through Friday position with on-call responsibilities, which will require occasional night and weekend work. Primary Purpose:
Implement the Company's Damage Prevention Program including performing and coordinating work group activities, line patrolling and line locating, construction inspection, and excavation inspection of Company gas pipelines, appurtenances, compressor stations and other related facilities. Level 1 is an entry level position with approximately six to twelve months of training/work experience in order progress to the next level.

Essential Duties and Responsibilities:
Locate and mark facilities per Company Damage Prevention Program and One-Call procedures prior to and during excavation.
Perform pipeline patrols, population density surveys, leak detection surveys and inspections per Company procedures.
Coordinate local Damage Prevention activities.
Provide oversight and inspection to ensure asset protection and compliance with Company procedures and complete all applicable documentation and record keeping.
Inspect projects primarily relating to excavation near Company facilities and repair of Company facilities.
Assume responsibility for inspection duties per Company policies including:
Completion of required documentation
1st - 2nd - 3rd party contractor oversight during excavation activities
Supporting of contract inspectors
Enforcing compliance with safety and environmental policies.
Represent the Company professionally during contacts with landowner/tenants, public officials/emergency officials and at local meetings. (One Call, Public Awareness Groups, Soil Conservation, USFS, etc.)
Oversee Company and third party personnel as required (e.g., contract inspectors, 1st - 2nd - 3rd party excavators, visitors, etc.)
Perform governmental regulatory compliance activities (PHMSA, State Public Utility Commissions, etc.)
Perform mapping, record keeping, and data entry duties per Company policies.
Identify, report and correct safety and environmental concerns.
Participate actively in safety programs and initiatives.
Perform all work in compliance with Company standards, procedures, regulatory, and Company tariff requirements
Demonstrate performance toward operational excellence
Attend regular and predictably.
Perform other duties as assigned.

Position Requirements
Minimum Requirements:
Education:
High school diploma or GED
Experience / Specific Knowledge: Utility / industry experience preferred, but not required.
Experience in the construction industries involving excavation, and pipeline maintenance is preferred.
Strong focus on personal and asset Safety
Certifications, Licenses, and Registrations:
Valid Driver's license
Achieve and maintain all qualifications and progression requirements applicable to the job classification
May be required to achieve and maintain certifications as required to perform job duties
Competencies, Skills, and Abilities:
Good record of safe work practices.
Basic computer skills (knowledge of MS Office, various operation systems and other company software).
Basic math skills (addition, subtraction, multiplication, division, fractions, decimals.
Experience reading and interpreting blueprints, P&IDs and other drawings or diagrams.
Good verbal and written communications skills.
Must be able to work with a team, take direction from supervisor(s), adhere to required work schedules, focus attention on details and follow work rules.
Ability to speak and understand English.
Ability to focus attention on details, and follow work rules while maintaining detailed documentation.
Physical Demands:
Must be able to:
Withstand extreme weather conditions of Northeast US while wearing flame retardant clothing.
Climb over and under obstacles such as fences, gates, piping and enter/exit excavations with or without aid of ladders/ramps.
Stand for long periods of time to inspect excavation activities.
Enter / exit company vehicle and UTVs dozens of times per day to conduct excavation observations, gas leak surveys, encroachment investigations, facility locating, etc.
Walk on uneven terrain for long distances in hilly, rocky and muddy terrain while carrying up to 30 pounds of equipment and supplies.
Insert metal probe rods into ground for several feet with a force adequate to penetrate the earth and retrieve probe in similar fashion.
See, hear and talk effectively.
Lift a minimum of 20 pounds in awkward positions and 50 pounds from floor to waist.
Working Conditions:
Required to respond to callouts and emergencies after regular business hours
Required to carry a company-provided cell phone/pager and company provided laptop computer
Required to be available to respond during working and non-working hours.
Travel as required by duties.
Preferred Education, Experience, Certifications, Competencies, Skills, and Abilities:
Above the minimum requirements; not required but advantageous in this position:
Prior experience locating and marking natural gas pipelines in response to Dig Safe Tickets
Knowledge of best practices associated with the equipment in the area of responsibility.
Knowledge of company policies, procedures and practices, regulatory and tariff requirements.
Knowledge and experience in safe handling practices of flammable gases, liquids and high and low pressure systems.
Detailed knowledge of compressor or pump station, terminal, process plant, gas treatment, storage facilities, gathering and transmission pipeline systems operations.
