Job Description
PURPOSE SUMMARY. Under general direction of the Office of Emergency Management (OEM) Manager, assists in developing emergency and disaster plans, mitigation, preparedness activities, response to disasters, and recovery. Position interacts regularly with local, regional, state, and federal partners to ensure close integration before, during, and after disasters. Must be willing to be on-call (24 hours per day) on a rotating basis, as needed.
ESSENTIAL DUTIES.
Assist in the creation, evaluation, development, maintenance, and revision of comprehensive emergency management plans. This includes all hazards mitigation plans, emergency action plans, emergency operations plans, and integrated preparedness plans. Will take the lead role for assigned plans.
Develop, plan, and facilitate workshops, seminars, tabletop exercises, drills, functional exercises, and full-scale exercises, as assigned.
Be a liaison between OEM and external partners, to include local, regional, state, and federal governmental agencies, educational institutions, and non-governmental and volunteer organizations.
Provide technical assistance and coordinate integration of OEM resources among local, regional, state and federal agencies, as well as other organizations and groups as may be required.
Analyze Tier II hazardous materials storage reports and conduct on-site inspections of hazardous materials manufacturing and storage facilities to ensure compliance with County ordinances and the Emergency Planning and Community Right-to-Know Act (EPCRA).
Conduct rapid needs assessments and damage assessments of disaster sites, to include assessing damage to community lifelines, and develop corrective action/response plans for incident response and support.
Use independent judgement to develop and implement incident action plans based on broad priorities established by senior and elected officials.
Evaluate and adjust response and recovery plans and activities in order to meet changing conditions.
Stand up the Emergency Operations Center as needed, and fill roles within the EOC structure as assigned/needed, to include serving as a Section Chief (or equivalent) for planning, operations, resource management, finance, and/or situational awareness.
Manage emergency resources, respond to a disaster scene to provide resources and support, and be a liaison between on-scene command and the Emergency Operations Center.
Make presentations to the public as assigned, to include news conferences, updates, workshops, and training.
Participate in local, state, and federal emergency management activities and training; to include membership on various boards, and support to advisory committees and technical working groups or service committees.
Research and identify available grant funding to support OEM operations; develop and submit detailed and competitive grant proposals; and develop specifications for procurement of equipment and services required for OEM.
Serve in a 24-hour on-call capacity as a designated contact for OEM, and work extended and after-hours shifts as needed during emergencies and disasters.
ADDITIONAL DUTIES. Develop and disseminate analyses and reports to stakeholders on disaster-related statistics and information, as needed. Other duties as may be assigned.
QUALIFICATIONS.
A. Education. Bachelor degree. Preferred: related Bachelor’s degree or higher.
B. Experience. Four (4) years of work experience that provides necessary skills and abilities.
C. Education/Experience substitution. An Associate Degree with eight (8) years related experience, or a combination thereof, is acceptable.
D. Licenses/Certifications. Must possess a valid driver’s license sufficient to drive OEM vehicles and have an acceptable driving record in accordance with County policy. Must complete the defensive driver course within 3 months of hire. Must hold certifications for NIMS IS 100, 200, and 700 prior to hiring; must complete ICS 300, ICS 400, and the FEMA Professional Development Series within 12 months of hire; and must complete the FEMA Basic Academy certification within 2 years of hiring date. Must obtain NM Certified Emergency Manager certification within 2 years of hire.
E. Other (e.g., post-offer medical exam, polygraph, background check, driver’s license record, etc.). Must pass background and driver’s license check. Must be able to demonstrate effective oral, analytical, written, and communications skills. Must have practical experience and be proficient in software applications such as MS Office (Word, Excel, and PowerPoint) and MS Outlook. Must successfully pass background and driver’s license check.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION:
Knowledge: Principles and practices of emergency management, to include mitigation, planning, response, and recovery. Methods and techniques used in fact finding, research, analysis and interpretation of basic information, and compilation of facts into reports, plans, programs, training sessions, presentations, and recommendations.
Skills: Experience with the National Incident Management System and the Incident Command System. Candidate must be able to work as part of a functioning team; must possess oral and written presentation and communication skills, organizational skills, and interpersonal communication skills; and, must exercise proper judgement and tact when interacting with the public, other employees, and elected officials during emergencies and other stressful circumstances.
Abilities: Must be self-motivated, self-directed and be able to accomplish assigned tasks with minimal or no supervision or direction. Must be able to operate computers and radios. Must be able to establish and maintain effective and cooperative working relationships with others.
Compensation Range
$55,121.10 - $91,143.12
