PURPOSE SUMMARY. Responsible for managing, monitoring, and overseeing the entire
accounting functions in the Treasurer’s office. Responsible for providing leadership and direction
for cash processing, reconciliation and reporting functions. Oversees implementation of treasury
initiatives and process improvements.

 

ESSENTIAL DUTIES.

1. Supervisory Responsibilities:

  • Makes hiring, termination and disciplinary recommendations.

  • Responsible for prioritizing, planning and assigning work to staff.

  • Supervises, trains, motivates, and develops staff.

  • Counsels, coaches, and disciplines staff and conducts performance evaluations.

  • Assumes supervisory responsibility for services and activities of the office.

  • Approves leave requests and oversees payroll timekeeping functions.

  • Develops and implements goals and objectives for the office.

  • Assists with the development, review, and upkeep of SOP’s.

  • Responsible for opening and closing the office.

 

2. Cash Management Duties:

  • Directs cash management operations to include daily cash administration management of current accounts and bank relations.

  • Maintains and update signatories for all banking relations.

  • Confer with bank personnel to effect funds transfers to and from the money market or other bank accounts as directed by the County Treasurer and Chief Deputy Treasurer.

  • Reviews and drive improvements in cash management, ensuring financial obligations are met in accordance with County policies and procedures.

  • Works with departments on the new or existing cash management processes for cash management.

  • Continually evaluate the effectiveness of cash management and operational procedures.

  • Leads the treasury month-end close process including the review and recording of cash activity and other banking activity to the general ledger.

  • Oversees the monthly reconciliation of all company bank accounts.

  • Performs timely reconciliation of cash application and disbursements.

  • Monitors deposits, disbursements and cash balances to forecast and track cash flow.

  • Provides daily cash positioning and reporting.

  • Works with department directors, managers, and elected officials to accurately forecast timing and amount of future cash flows.

  • Prepares cash flow reports, identify and evaluate variances (weekly, monthly, quarterly).

  • Monitors cash transactions to ensure bank account balances and unusual items are investigated.

  • Prepares short-term and long-term cash projections.

  • Reviews collateral statements monthly to ensure banks are meeting bank deposit collateralization requirements.

  • Reviews bank fees, merchant card fees and provide reporting.

  • Reviews and approves wire transfers, ensure transactions have appropriate documentation and authorization.

  • Analyzes and solves problems stemming from payment processes.

  • Resolve denials or fraud situations in an urgent matter.

  • Supports internal and external annual audit.

  • Assists with project assignments and financial reporting.

  • Prepares and provides a variety of reports and correspondence.

 

3. Communication and Public Interaction:

  • Handles public inquires and complaints.

  • Responds to and resolves difficult and sensitive public inquiries and complaints.

  • Responsible for the proper retention and disposition of general public records.

  • Establishes and maintains effective working relationships with others.

  • Responds to and manages public information requests.

 

4. Compliance and Policy Adherence:

  • Helps develop and implement internal policies and procedures

  • Responsible for knowing, following, and enforcing County policies and procedures.

  • Ensures compliance with laws, regulations, and ordinances.

 

ADDITIONAL DUTIES.
Performs other related duties as assigned.


QUALIFICATIONS.
A. Education. Bachelor’s degree in Finance, Accounting or a related field required. MBA
preferred.

 

B. Experience. Minimum of five (5) years in finance or accounting, with strong cash forecasting experience and two (2) years supervisory experience required.

 

C. Education/Experience substitution. In accordance with County Policy.

 

D. Licenses/Certifications. N/A

 

E. Other. (e.g., post-offer medical exam, polygraph, background check, driver’s license record, etc.). Must pass a Background Check and Credit Check.

  • Proficient with word processing, spreadsheet operations, Outlook, and PowerPoint.

  • Understands financial record keeping and reporting.

  • Understands proper methods for maintaining accurate records.

  • Advanced knowledge of cash handling and balancing procedures.

  • Reading and comprehending simple instructions, correspondence, memos, safety rules, operating and maintenance instructions, and procedure manuals.

  • Ability to frequently move or re-position up to 10 pounds of materials or objects, occasionally, fifteen (15) pounds.

 

Compensation Range

$58,176.96 - $96,213.06
